Visio 2021 Pro Macro and VBA ribbon and quick menu icons remain greyed out despite running full repair

Despite running the full repair option for Visio 2021 Pro both the Developer and Quick Access Toolbar icons/menus remain greyed out and inaccessible.

What options do I have to re-enable these features? They were working previously and the Options --> Trust Center settings are set appropriately for access:

  • Enable all macros...
  • Trust access to the VBA model...

These were the settings previously and the icons/menus were available. I cannot prove this, but it seems like the latest Office updates have done something to mess with these options, and running a repair will use the latest available files.

Last, I don't sign in to my Microsoft account after the first time accessing Visio--which I also had to do after this latest update (had to do it for Outlook as well.) I don't login to my account because I prefer to keep everything local and to keep Microsoft's nose out of my business. I similarly remove OneDrive and CoPilot.

Thanks in advance to those that propose solutions.

    Hello @RickNewton-2404

Thank you for providing the details. I understand how frustrating it can be when features that previously worked suddenly become inaccessible, especially after an update and a full repair. I appreciate your patience as we work toward a solution.

Since the repair and Trust Center settings have already been checked, please try the following additional steps:

    1. Check the File Format: Confirm whether the issue affects all Visio files or only specific files (.vsdx, .vsdm, or .vsd). Also, test with a new blank drawing.
    2. Test Safe Mode: Close Visio, press Windows + R, type visio /safe, and press Enter. Check whether the Developer commands and Quick Access Toolbar work.
    3. Check VBA: Open Visio and press Alt + F11. Confirm whether the VBA editor opens.
    4. Reset Customizations: Go to File > Options > Customize Ribbon > Reset > Reset all customizations. Export your existing customizations first, if possible, then restart Visio and test again.
    5. Test a New Windows Profile: Create a temporary local account under Settings > Accounts > Other users. Open Visio in that account and check whether the issue persists. Reference: https://support.microsoft.com/en-us/windows/security/identity-signin/manage-user-accounts-in-windows

Please also share a screenshot showing the greyed-out Developer commands and Quick Access Toolbar.

    Thank you for your cooperation.
