I have subscribed to 365 Family. I currently have 5T of unused cloud storage. My primary account is over the 1T storage allowance, is it possible to apply 1 of my 5 additional units of storage to my primary account?

You cannot pool the storage for each user together. They are allocated for each user only, whether you use those users or not.
But as the plan owner, you can purchase additional storage for yourself, for up to 10TB.
You can get them by logging into your Onedrive.com account, and use the Plans and upgrades option.

With Microsoft 365 Family, the additional storage cannot be transferred or combined with your primary account. If your primary account is already over its 1 TB limit, you would need to reduce the storage used on that account. The unused storage assigned to other family members cannot be added to your primary account.
