Try these checks in order:
- Verify Clipboard history is still enabled
- Press Windows key + V.
- If prompted, select Turn on.
- Clipboard history is cleared after restart except for pinned items.
- Confirm the clipboard feature is allowed on the device
- If this is a managed work PC, a policy can disable clipboard history entirely.
- When the AllowClipboardHistory policy is disabled, Win + V should not show clipboard items and the Settings > System > Clipboard option is grayed out with a policy warning.
- Since clipboard items are still appearing, this does not look like a full policy disable, but it is still worth checking Settings > System > Clipboard for any policy warning.
- Check the item type and size
- Clipboard history supports Text, HTML, and Bitmap formats.
- The size limit is 4 MB per item.
- If the copied image is larger than 4 MB or not being placed on the clipboard in a supported format, it may not display correctly in clipboard history.
- Test with a fresh image copy
- Copy a small image or take a small rectangular screenshot.
- Then press Windows key + V.
- If small images show correctly, the issue is likely related to the copied item’s size or format.
- Clear the current clipboard history
- Go to Start > Settings > System > Clipboard.
- In Clear clipboard data, select Clear.
- Or press Windows key + V and select Clear all.
- Then copy a new image and test again.
- If sync is enabled, recheck sync settings
- Go to Start > Settings > System > Clipboard.
- Turn on clipboard sync.
- On Windows 11, in Clipboard history across your devices, select Automatically sync text that I copy.
- Use the same Microsoft account or work account on devices.
- If the image is coming from Paint, use a different capture path as a workaround
- There is a reported Paint bug on Windows 11 where copied image selections can paste incorrectly in other apps.
- A working workaround is to use Win + Shift + S and capture the rectangle directly with Snipping Tool instead of copying a selection from Paint.
- If this started only on one PC a few weeks ago
- Compare behavior with a simple screenshot copied locally on that PC.
- If only that PC shows image placeholders while text works, the issue is local to that Windows clipboard/app path rather than an organization-wide setting.
Expected behavior:
- Clipboard history keeps up to 25 entries.
- Older items are removed automatically unless pinned.
- Pinned items remain after restart.
