That error indicates the pending directory transfer request is no longer valid because it expired. The message specifically states it may expire if it was created more than 3 days earlier.
What to do:
- Start a new directory change request.
- The source-side initiator must create a new request.
- To initiate the request, the initiator must be the subscription owner in the source directory.
- Complete the accept step before the request expires.
- If the same person is both initiator and acceptor, select Accept to complete the transfer.
- If another person must accept it, use the acceptance link generated during the request and have the destination-side acceptor complete it.
- The acceptor must be an Entra admin in the destination directory.
- If the request was sent to another party, share the newly generated acceptance link again.
- The confirmation page includes the link the acceptor must use to complete the transfer.
About deleting the expired request:
- No supported step is provided here to delete an expired directory change request.
- The practical resolution is to create a new request and complete the accept workflow within the validity window.
