Azure AI Search Free tier shows ServiceQuotaExceeded although quota shows 0 of 1 used

I am trying to create an Azure AI Search service using the Free (F) pricing tier.

The deployment fails with:

ServiceQuotaExceeded: Operation would exceed 'free' tier service quota. You are using 1 out of 1 'free' tier service quota.

However, in Azure Quotas for Search, the Free (F) tier shows 0 of 1 used.

I currently have one Azure AI Search service using the Basic pricing tier. There is no active Free-tier Search service visible in the subscription.

I also tried creating the Free-tier service in another supported region and received the same ServiceQuotaExceeded error.

Azure's automated troubleshooting found that a Search service had previously been created, deleted, and recreated within a short period, and suggested that the deleted Free-tier service slot might still be stale or not fully released in the backend.

The subscription is an Azure Free Trial, so the Azure portal does not allow me to submit a quota increase request without upgrading to Pay-As-You-Go.

Could someone advise how the stale Free-tier Azure AI Search service slot can be released/reset so that I can create the one Free-tier service allowed for the subscription?

Open an Azure subscription-management support request and ask Microsoft to reconcile or release the retained Azure AI Search Free-tier allocation; Azure AI Search has no documented customer-facing purge/reset operation for a deleted search service.

    Submit the reset request

The Free tier allows one Azure AI Search service per subscription, while billable services such as Basic have separate limits. Therefore, the existing Basic service does not replace the subscription’s Free-tier entitlement.^1^

    1. In the Azure portal, select the ? icon in the global header.
    2. Describe the issue as:

Azure AI Search Free-tier quota state does not match deployment enforcement.

    3. Complete the guided diagnostics. If they do not resolve it, select Create a support request.
    4. Choose the affected Free Trial subscription and the closest available issue classification:
      • Issue type: Service and subscription limits (quotas) or Subscription management
      • Service: Azure AI Search
      • Problem: Issue creating a Search service
    5. Request backend quota-state reconciliation, not an increase above the one-service Free-tier limit.

Azure provides unlimited support for subscription-management matters, including quota adjustments, without requiring a paid technical-support plan. Creating the request requires Owner, Contributor, Support Request Contributor, or equivalent Microsoft.Support/* permission at subscription scope.^2^

Include the following in the ticket:

    • Subscription ID.
    • Requested tier: Free (F).
    • Failed deployment region.
    • Full ServiceQuotaExceeded message.
    • UTC date and time of the latest failed deployment.
    • Correlation ID or operation ID from the failed deployment.
    • Screenshot showing Search Free (F): 0 of 1 used.
    • Name, resource group, region, and deletion time of the former Free service, if available.
    • Statement that only a Basic Search service remains.
    • Automated diagnostic result reporting that a Search service was created, deleted, and recreated within a short period.
    • Confirmation that the same subscription-level error occurred in another supported region.

Microsoft’s Search guidance specifically says that when quota appears available but creation still fails, the support request should include the subscription, region, tier, requested configuration, complete error, UTC timestamp, and correlation or operation ID.^1^

    Suggested ticket text:

Azure AI Search reports Free-tier usage as 0 of 1 in Quotas, but service creation fails with ServiceQuotaExceeded, stating that 1 of 1 is used. No Free-tier Search service is visible; only a Basic service exists. A previous Search service was created, deleted, and recreated within a short period. Please reconcile the Microsoft.Search backend quota state and release any retained Free-tier service allocation. This is a quota-state correction, not a request to increase the documented one-Free-service limit.

    Retrieve deployment identifiers

Open the failed deployment or its resource group:

    1. Resource group → Deployments → failed deployment → Operation details.
    2. Copy the correlation ID, error details, and timestamp.
    3. If the deployment entry is unavailable, open Monitor → Activity log, filter by:
      • the affected subscription,
      • Microsoft.Search,
      • Failed status,
      • the deployment time window.

Azure AI Search service creation is a control-plane operation recorded through the Azure activity log.^3^

    What not to do

    • Do not purge the resource through Azure AI services → Manage deleted resources. That soft-delete workflow applies to Azure AI services such as Computer Vision; no equivalent purge procedure is documented for an Azure AI Search service.
    • Do not delete the working Basic service. Basic and Free have distinct service limits, and deleting Basic is not a supported way to release a Free-tier allocation.^1^
    • Do not continue cycling regions. The same error in another supported region, combined with the “1 out of 1” message, points to the subscription quota check rather than resolving the mismatch through another region.
    • Upgrading to Pay-As-You-Go may expose additional quota-request options, but it should not be necessary merely to report and correct inconsistent subscription quota state. The Free Search tier is supported on a trial subscription and remains free after the trial ends.^4^
