Artifact Signing organization verification blocked by “You need permission” despite matching email

Hello,

Could a Microsoft Artifact Signing representative please investigate an authorization problem with my existing Public organization identity-validation request?

The organization is based in Australia, and the Artifact Signing account is deployed in East US. The validation request is at “Action Required”.

Both the email verification link and the continuation link from Azure lead to:

https://credentials.microsoft.com/verify/noPermission

The page displays “You need permission” and says the signed-in user must be authorised in the Entra tenant used for the enrolment. This occurs before I can begin the identity-document verification.

Troubleshooting completed:

The original Azure administrator account has Owner access inherited from the subscription and Artifact Signing Identity Verifier on the signing account.

I created a separate Microsoft account using the exact company-domain email listed as the validation request’s primary email.

The verification page now visibly confirms that matching email, but still refuses access.

I followed the steps to invite this matching account into the existing Azure directory, accept the invitation, and assign Reader at subscription scope and Artifact Signing Identity Verifier at signing-account scope.

I have tried Chrome and Edge, fresh sign-in sessions, and both continuation links.

I waited more than 10 minutes before retrying after the permission changes.

The verification page identifies the signed-in directory as “Microsoft Accounts”. The signing resource is in my Azure subscription’s own directory. I do not know whether that difference is the cause.

Please check which identity and tenant the existing verification enrolment authorises, and confirm the supported way to continue it. I would prefer to preserve the current request and signing account.

I am requesting a Microsoft employee’s review because the automated troubleshooting has not resolved the problem. I can provide the validation ID, tenant ID, user-object IDs and role-assignment screenshots privately through an approved Microsoft support channel.

Thank you.
