Hello Microsoft Azure Community,

I am experiencing an issue deploying Azure Database for PostgreSQL Flexible Server in the West US 3 (westus3) region using an Azure Free Trial subscription.

Environment:

Subscription: Azure Free Trial (Enabled)

Region: West US 3

Service: Azure Database for PostgreSQL Flexible Server

Compute tier: Burstable

SKU: Standard_B1ms (1 vCore, 2 GiB RAM)

Storage: 32 GiB

High availability: Disabled

Networking: Private access through a VNet delegated subnet

Resource provider: Microsoft.DBforPostgreSQL (Registered)

Issue:

Whenever I attempt to deploy the PostgreSQL Flexible Server, deployment fails with the following error:

{
  "code": "SkuNotAvailable",
  "message": "Specified SKU is not supported in this region. Please choose a different SKU."
}

Troubleshooting performed:

Confirmed that the Azure Free Trial subscription is Enabled.

Verified that the Microsoft.DBforPostgreSQL resource provider is Registered.

Attempted to deploy the Standard_B1ms Burstable SKU in West US 3.

Reviewed the Microsoft documentation for PostgreSQL Flexible Server provisioning and regional SKU availability.

Confirmed that the failed deployment did not successfully create the PostgreSQL server.

Additionally, I attempted to upgrade my Azure Free Trial subscription to Pay-As-You-Go, but the upgrade failed with:

"Your subscription can't be upgraded right now. Contact support for more information. If you selected a support plan, it did not get added."

I have billing owner access and a valid payment method configured.

Questions:

Is Standard_B1ms currently supported and available for new PostgreSQL Flexible Server deployments in West US 3?

Are there regional capacity restrictions or subscription-specific limitations affecting Azure Free Trial accounts?

Is private VNet integration supported with the B1ms Burstable SKU on a Free Trial subscription?

Is there a supported way to request access to Standard_B1ms in West US 3 without changing regions?

Could the Pay-As-You-Go upgrade restriction be related to the PostgreSQL SKU deployment failure?

Important requirement:

West US 3 is mandatory for this environment, as other application infrastructure is being deployed in that region. I would prefer to retain the existing Azure subscription and the applicable PostgreSQL Free Tier benefits.

Any guidance from Microsoft engineers or community members on resolving this issue would be appreciated.

    Hi,

    Unfortunately new deployments of PostgreSQL Flexible Server Burstable SKUs are blocked in some regions. The only way around it in my experience is to use a different SKU such as General Purpose or deploy in a different region that isn't blocked yet. It isn't only your subscription, or only West US 3.

    Below is excerpt from documentation on how to resolve this error:

    SKU not available

    If you encounter the following error, select a different SKU type. Availability of SKU may differ across regions, either the specific SKU isn't supported in the region or temporarily unavailable. Specified SKU is not supported in this region. Please choose a different SKU.

    To provide more context, the underlying VM sizes for PostgreSQL Flexible Burstable SKUs are being retired, and they are currently subject to growth restrictions and capacity limitations. Many subscriptions are blocked from creating these sizes at all, whereas others that already have them are unable to get additional quota and/or may see failures if they deallocate and try to start VM later.

    Please see Quotas screenshot below. Note how Burstable (standardBSFamily) is End of Life:

    There hasn't been official guidance that I am aware of as to what will happen and when with these Burstable SKUs. For instance, there are Bsv2 burstable VM sizes that are supposed to replace the retiring ones. Will they switch PostgreSQL Flexible to use these as the underlying VMs for Burstable SKUs at some point? By the way, these Bsv2 series sizes can be difficult to obtain quota for, even though they are not deprecated.

    Recently I was able to create PostgreSQL Burstable SKU in West US 2, which is in part why I know that not all regions are blocking them (yet). In months past I've created them in other regions as well, but I don't remember specific regions.

    One option to consider would be to use General Purpose v5 SKU with a 3 year reservation. That way you can get the monthly cost down as low as possible.

    In regards to you not being able to upgrade to Pay-As-You-Go, that may be temporary issue. I would suggest you try again tomorrow and if you still get error, I will give you instructions for creating free Subscription management support request in Azure portal.

    If you don't want to wait to create support request please let me know and I'll post them sooner.

    Thanks.

    -TP
