Upgrade from build 22000.2538 by running Windows 11 installation media from inside Windows and selecting Keep personal files and apps, rather than continuing to repair the unsupported 21H2 installation with DISM or SFC.
Build 22000 is Windows 11 version 21H2, which reached end of servicing for Home and Pro on October 10, 2023 and no longer receives security updates.^1^ Microsoft currently provides Windows 11 25H2 installation media.^2^
Perform an in-place upgrade
- Back up important files before starting.
- Disconnect nonessential USB devices, external drives, printers, and docking stations. These can interfere with an upgrade.^3^
- Open Microsoft’s Download Windows 11 page and, under Create Windows 11 Installation Media, select Download now.
- Run
MediaCreationTool.exeand create a Windows 11 USB installation drive.^4^ - Remain signed in to the existing Windows desktop. Do not boot from the USB, because booting from it is intended for a clean installation and can remove files and applications.
- Open File Explorer → This PC, open the USB drive, and run
setup.exe. - Approve the User Account Control prompt.
- At Ready to install, verify that it says:
- Install Windows 11, and
- Keep personal files and apps
- Select Install. The computer will restart several times. Microsoft documents this as the media-based in-place upgrade path that retains personal data, applications, and settings.^5^
- After signing in, open Settings → System → About and confirm that the Windows version is now supported. Then open Settings → Windows Update → Check for updates and install the remaining cumulative security updates.
If Setup still reports 0x8007007f
The available Microsoft upgrade guidance does not document a setup-specific correction for 0x8007007f; the underlying Win32 value 0x7F means “The specified procedure could not be found,” but that alone does not identify which upgrade component failed.^6^
Before another attempt:
- Temporarily uninstall any non-Microsoft antivirus through Control Panel → Programs → Programs and Features. Reinstall it after upgrading. Microsoft lists third-party antivirus as a possible upgrade blocker.^3^
- Remove old or nonessential software from the same location.
- Ensure the Windows drive has adequate free space.
- Restart, run
setup.exefrom the installation media again, and retain Keep personal files and apps.
If the media-based in-place upgrade also fails, note the exact phase and message shown by Setup and contact Microsoft Support. A clean installation is the final fallback, but it removes personal files, applications, settings, and manufacturer customizations, so it requires a verified backup first.^7^
