Microsoft Edge program "Get started" redirects to Partner Center home; Edge developer registration form never appears (personal MSA)

I want to register as an Individual Microsoft Edge extension developer with my personal Microsoft account (an outlook.com MSA). The "Microsoft Edge Developer Account Registration" form never appears.

What happens

  1. https://partner.microsoft.com/dashboard/microsoftedge/public/login redirects to https://partner.microsoft.com/dashboard/home?accountProgram=MSEdgeAddons, which only shows the "My access" tile. No registration form.
  2. Account settings > Programs > Microsoft Edge > Get started also just opens dashboard/home?accountProgram=MSEdgeAddons.
  3. /dashboard/microsoftedge/overview and /dashboard/registration/microsoftedge both redirect to dashboard/home.
  4. Sometimes Partner Center shows "How would you like to work with Microsoft?". Choosing "Consumer developer" leads to the Microsoft Cloud Partner Program enrollment (accountProgram=basicpartnernetwork), which asks for a work account. That is not what I need.
  5. In the account menu my MSA is listed under an "Azure Active Directory" directory, so I suspect an earlier, incomplete Partner Center sign-up left the account in a state that blocks the Edge program enrollment.

Tried: Chrome with zh-CN and en-US locales, signing out and in again, several entry URLs. Same result every time.

The Partner Center "New support request" form can't be used either: the required Workspace dropdown shows "No results found" because my account has no program yet. I have also emailed [email protected].

Question: How can I get the Microsoft Edge program enrollment enabled/reset for my existing personal MSA so that I can complete the registration form as an Individual? The extension is ready to submit. I can share the account email privately with Microsoft staff.

Thank you!

Use a personal Microsoft account (MSA) for Edge program enrollment, not a work or school account. The Microsoft Edge program does not support registering with a work or school account. If the current Partner Center account is tied to a commercial setup or the Primary Owner is not an MSA, register for the Microsoft Edge program with a personal MSA instead, then associate Microsoft Entra later if needed.

    Recommended path:

    1. Sign out of Partner Center completely.
    2. Sign back in with the personal MSA only.
    3. In Partner Center, go to Account settings > Programs and select Get started in the Microsoft Edge card. That is the documented entry point for the Microsoft Edge Developer Account Registration form.
    4. In the registration form, select:
      • Account country/region
      • Account type = Individual These values cannot be changed after enrollment.
    5. If the form still does not appear and Partner Center only shows My access, check whether the account has only limited access or is missing the Microsoft Edge capability:
      • In Partner Center, go to Settings > Account settings > My Access.
      • Under Request access and help, expand the workspace list to find the people in the organization to contact for access to Microsoft Edge.
    6. If the account was previously set up in a different Partner Center path and the Edge workspace is not available, use a different personal MSA to register for the Microsoft Edge program, then add users later by associating Microsoft Entra ID and using Account settings > User management.
    7. If enrollment starts but the form refreshes instead of completing, a known issue is that State/province may reject the full name. Enter the state or province as an abbreviation.

What is supported from the documented flow:

    • Edge extension publishing requires registration in the Microsoft Edge program in Partner Center.
    • Enrollment requires a personal MSA.
    • Work or school accounts are not supported for Edge program registration.
    • If the Primary Owner of the Partner Center account is not an MSA, use a personal MSA to register for the Edge program.
    • After registration, Microsoft Entra can be associated and additional users can be added.
