Re PowerToys remapping keys: can function keys and if so how to reverse the designated action

Example: On my computer key F3 and Mute sound are on the same key with F3 being activated without using the Fn key and Mute requiring the Fn key. I want the Mute action to be without the Fn key action/press.

To make Mute work without Fn while retaining Fn+key as F3, switch the keyboard’s Fn Lock/function-key mode rather than remapping F3 in PowerToys.

    Reverse the top-row mode

Try the Fn Lock method supported by your keyboard:

    • Look for an Fn-lock/padlock symbol, commonly printed on Esc or another top-row key, and press Fn + that key.
    • On some Microsoft keyboards, press Fn + Caps Lock to toggle Fn Lock.^1^
    • On a Microsoft Surface Keyboard, pressing Fn toggles the mode; the Fn light indicates that standard F1–F12 mode is locked. Turn that mode off so the media actions become primary.^2^
    • Some Surface devices also expose the top-row behavior in the Surface app.^3^

If those combinations do not apply, check the computer’s BIOS/UEFI or manufacturer keyboard utility for a setting named Action Keys Mode, Hotkey Mode, Function Key Behavior, or similar. The exact location and wording are model-specific; the computer or keyboard model is needed to give the precise path.

    The expected result is:

    • Press the shared key alone → Mute
    • Press Fn + shared key → F3

    PowerToys fallback

PowerToys can map F3 to Volume Mute:

    1. Open PowerToys Settings → Keyboard Manager.
    2. Enable Keyboard Manager.
    3. Select Remap a key → Add key remapping.
    4. Under Select, choose F3.
    5. Under To send, choose Volume Mute.
    6. Save the mapping and leave PowerToys running in the background.

PowerToys officially supports remapping F1–F12, but generally cannot remap Fn, because Fn is normally handled by the keyboard rather than exposed to Windows as a standard key.^4^

This fallback does not necessarily perform a true reversal. It makes ordinary F3 send Mute, but PowerToys may be unable to turn Fn+F3 into F3. It can therefore leave no convenient way to produce F3. Use the keyboard’s Fn-mode setting whenever available.

To undo the PowerToys change, return to Keyboard Manager → Remap a key, delete the F3 mapping, and save. Remappings stop applying if PowerToys or Keyboard Manager is turned off.^4^
