Microsoft for Startups MS-AZR-0036P blocked with “You’re not eligible for an Azure free account”

I’m activating Microsoft for Startups starter credits (offer MS-AZR-0036P) for ASCENT IMPERIAL LLC (Wyoming, US), product Four Echelons (https://4echelons.com). I used a brand-new personal Microsoft account (consumer Gmail MSA) with Continue without a code and Verify with LinkedIn, then completed Azure signup for the startup offer.

At the end I got: “You’re not eligible for an Azure free account” with the pay-as-you-go fallback. I am not trying to create free trial or PAYG (MS-AZR-0003P). The Startups preview still shows Unlock $200; subscriptions = 0; Program Overview / Get program support is not available yet.

A separate older Microsoft account previously had Azure (since canceled). The new MSA has no prior Azure subscription. I have the SessionID and UTC timestamp from the error page for private Program Support.

Questions: (1) What’s the correct way to get MS-AZR-0036P provisioned when Program Overview isn’t available yet? (2) Can Program Support clear eligibility / entitlement for this MSA without PAYG?

Use the Microsoft for Startups support shortcut https://aka.ms/startuphelp-mfs-portal to report the MS-AZR-0036P activation failure; the activation documentation directs “You aren't eligible for this offer” cases to that route even when the Program Overview page and its Get program support control are unavailable.^1^

    What to submit

Sign in through that support route with the same personal MSA used for the startup application, then provide:

    • Offer: MS-AZR-0036P
    • Activation path: Continue without a code
    • Current state: Unlock $200, zero subscriptions, and no Program Overview/support control
    • Exact error text and a screenshot
    • Session ID and UTC timestamp from the failure page
    • Startup’s registered legal name, website, country/region, and application date
    • Confirmation that the requested outcome is creation of the Azure Sponsorship subscription, not MS-AZR-0003P or PAYG

    Request review of:

    1. The startup application-to-MSA identity binding.
    2. The MS-AZR-0036P sponsorship entitlement and activation state.
    3. Whether a partially created or failed Azure billing record is blocking subscription provisioning.
    4. Provisioning of the sponsorship subscription, or correction of its owner/entitlement if it was created incompletely.

Startup credits are issued through an Azure Sponsorship Offer, not an Azure Free Account subscription. Program Support explicitly covers startup-credit activation, incorrect sponsorship offer types, and corrections to the owner account tied to a sponsorship.^2^^3^

Do not accept the PAYG fallback merely to obtain support. It would create a different billing path and does not provision the requested startup sponsorship.

    Can Program Support clear it?

Program Support can investigate and resolve activation, sponsorship, entitlement, ownership, and portal provisioning problems. It can therefore correct the MSA binding or sponsorship entitlement if the account is eligible but provisioning failed.^3^

It cannot override a substantive program eligibility decision. The FAQ states that Program Support may clarify reapplication criteria but cannot override eligibility decisions.^2^ Ask support to identify explicitly which of these outcomes applies:

    • Eligible, but activation/provisioning failed: repair or reprovision MS-AZR-0036P.
    • Application or verification still pending: complete the review; normal review is generally about three business days.
    • Ineligible under a specific rule: provide the rule and the supported reapplication path rather than redirecting to PAYG.

Your new Gmail-based personal MSA is a supported account type in principle. The current program requires a new eligible personal MSA that has not previously been associated with Azure offers, subscriptions, sponsorships, or startup programs; work or school accounts are not supported.^2^ The older Azure history on a different MSA does not, by itself, establish why this MSA was rejected.

If the shortcut does not open a case

Use the Azure portal’s global ? menu:

    1. Select Help + support.
    2. Select Create a support request.
    3. Classify it as an account/subscription or billing signup issue.
    4. State at the beginning:
“Microsoft for Startups MS-AZR-0036P sponsorship activation failed before subscription creation; Program Overview is unavailable, so the documented Program Support control cannot be reached.”
    5. Attach the same evidence and ask for routing to Microsoft for Startups Program Support, not Free Account eligibility support.

The Azure portal documents this general support-request route for technical or account issues.^4^

Keep the case within the 90-day activation window. Startup credits must be activated within 90 days of accepting the program agreement; otherwise, the offer expires and reapplication is required.^2^
