Windows 11 activation error 0x803FA067 on Dell Inspiron 15R 5520

I have a second-hand Dell Inspiron 15R 5520 originally supplied with Windows 7 Home Basic OEM. A local computer shop installed Windows 11 Home Single Language, but activation fails with error 0x803FA067. I don't know whether the original Windows installation was activated. Is there a valid upgrade or digital licence available for this device, or do I need to purchase a new Windows licence?

    The error 0x803FA067 suggests that there's an issue with your Windows license, which could be due to an invalid key, network problems, or recent system changes.

    You can first go to Settings > System > Activation and run the Activation troubleshooter. If a matching digital license already exists for this computer, the troubleshooter may detect and apply it. You should also ask the computer shop to confirm whether the installation included a license for Windows 11 Home Single Language.

    If no digital license is found and the shop cannot provide a valid matching key, a new Windows license will be required. Since the Dell Inspiron 15R 5520 is an older model, it may not meet the official Windows 11 hardware requirements. It is recommended that you check its compatibility before purchasing a Windows 11 license.

    There are three reasons it will not activate Windows 11.

    1. A Windows 7/8 licence did not offer a free upgrade to Windows 11 only Windows 10.
    2. The free upgrade period is long gone now.
    3. A Windows Home licence will not activate Windows Single Language. It is different edition.

    You need to buy a valid windows licence for Single Language. However they are normally sold preinstalled by a major manufacturer and not just as a user licence.

    Having Windows 11 Home edition will allow you to buy a valid licence from the windows Store from Microsoft.
