There are three reasons it will not activate Windows 11.
- A Windows 7/8 licence did not offer a free upgrade to Windows 11 only Windows 10.
- The free upgrade period is long gone now.
- A Windows Home licence will not activate Windows Single Language. It is different edition.
You need to buy a valid windows licence for Single Language. However they are normally sold preinstalled by a major manufacturer and not just as a user licence.
Having Windows 11 Home edition will allow you to buy a valid licence from the windows Store from Microsoft.
