How to download content if the computer says it isn't allowed?

I purchased a program update for a program I own, but the computer will not allow me to download it. I have checked the email program and it says the firewall will allow no downloads. I need to turn that off or modify it. How can I do that?

Do not turn off Microsoft Defender Firewall; this message indicates that Outlook is prevented from opening the email hyperlink, not that Windows Firewall has prohibited all downloads.

First verify that the email and download domain genuinely belong to the software vendor. If possible, sign in directly at the vendor’s official website and download the purchased update from your account instead of using the email link.

Then use the steps matching your Outlook version:

    New Outlook

    1. Open Outlook.
    2. Select Settings (gear icon) → Mail → Junk email.
    3. Under Security options, clear Block attachments, pictures, and links from anyone not in my Safe senders and domains list.
    4. Select Save, reopen the message, and test the link.

Links should normally be enabled by default in new Outlook.^1^

    Classic Outlook

    1. Open the email in its own window.
    2. Look for an InfoBar across the top saying that links or external content are disabled.
    3. If present, select its button to enable the content.
    4. Also check whether the message is displayed as plain text, which can affect links.^1^

If the exact restriction message remains

The same error—“This operation has been cancelled due to restrictions in effect on this computer”—has been addressed by restoring Windows Internet Options:

    1. Close Outlook.
    2. Open Control Panel.
    3. Search for and open Internet Options.
    4. Select the Advanced tab.
    5. Select Restore advanced settings, then Apply → OK.
    6. Restart Outlook and test the link.^2^

Avoid changing the registry unless an administrator or Microsoft Support provides instructions specific to your Windows and Office configuration. Incorrect registry changes can prevent links or applications from working.

If this is a managed work or school computer

The wording “Please contact your system administrator” can also indicate an organization-applied policy. If settings are unavailable, greyed out, or revert automatically, contact your IT administrator. Organization policy can prevent changes to both Windows Security and firewall configuration.^3^

Only investigate the firewall if websites and downloads also fail directly in a browser. Even then, allowing a recognized application is safer than disabling the firewall or opening a port.^4^

You can temporarily turn off real-time protection in Windows Security or allow the specific file through Protection History.

If Microsoft Defender already blocked the file during download, press the Windows key, type Windows Security, and open the app. Click Virus & threat protection, then go to Protection history. Locate the blocked update file, expand it, and select Allow on device. You can also check under Quarantined threats. Once the file is allowed, retry the download or run the installer.

If Defender prevents the download from starting, you can temporarily pause protection. Open Windows Security from the Start menu, go to Virus & threat protection, and click Manage settings under Virus & threat protection settings. Toggle Real-time protection to Off, then download and install the program update. Turn Real-time protection back On immediately after the installation finishes to maintain your computer's security.

Sometimes downloaded .exe or .msi files are flagged by the Mark of the Web security feature. Right-click the downloaded installer file and select Properties. If an Unblock checkbox appears at the bottom of the General tab, check it, click Apply, and then OK. If Microsoft SmartScreen displays the message "Windows protected your PC," click More info, then select Run anyway.

Note that disabling security protections or bypassing warning messages can expose your computer to malware. Only proceed if you trust the software source and have verified that the update is legitimate.
