We are trying to upgrade a Free Tier (F1) App Service to a B1 tier. When I try to scale up the app service plan I'm getting an error saying I have no quota in Central US. The error says I have 0 quota however the quota blade shows 30 for B1. See screenshots.

Submit a B1 quota adjustment to a total limit of 31 for Central US; this SKU-level request also updates the enforced Total Regional VM quota that is likely blocking the scale operation despite the blade displaying 0 of 30.

    Submit the B1 adjustment

    1. In the Azure portal, search for Quotas.
    2. Select App Service (Public Preview).
    3. Apply these filters:
      • Subscription: the subscription containing this App Service plan
      • Region: Central US
    4. Select B1 VMs, then click the pencil icon under Request adjustment.
    5. Enter 31 as the new limit and submit the request.
      • The requested value is the new total, not the number of additional instances.
      • With a displayed limit of 30, requesting one additional instance means 30 + 1 = 31.
    6. Wait until the quota request is approved and the Quotas page reflects the update.
    7. Return to App Service plan → Scale up (App Service plan), select B1, and retry the operation.

App Service evaluates both the individual B1 limit and Total Regional VMs. Either can block deployment, and Total Regional VMs cannot be increased directly—it is updated through an individual SKU request.^1^

If the portal refuses the adjustment

The deployment error reports an enforced B1 limit of 0, while the preview quota blade reports 30. If the B1 request cannot be submitted, is approved without resolving the error, or the blade says no adjustment is needed:

    1. Open Help + support → Create a support request.
    2. Select:
      • Issue type: Service and subscription limits (quotas)
      • Subscription: the affected subscription
      • Quota type: Function or Web App (Windows and Linux)
    3. Under Additional details → Enter details, specify:
      • Region: Central US
      • Deployment type: Linux
      • App Service plan SKU: B1
      • Required worker VMs: at least 1
    4. Attach both screenshots and include the complete scale-operation error. Explicitly state that:
      • Scale-up enforcement reports Current Limit (B1 VMs): 0.
      • App Service Quotas reports B1 VMs: 0 of 30.
      • The web app status is Quota exceeded.

This support-request category is the established fallback for the same F1-to-B1 App Service scale-up failure.^2^

The request requires the Quota Request Operator role or equivalent subscription permissions. If the subscription offer does not permit quota increases, upgrade or move the workload to an eligible paid subscription before requesting the B1 quota.^1^
