Microsoft Foundry: Quota Issue Preventing Deployment of Claude Models

Problem description

I am facing an issue where I cannot deploy certain Claude models in Microsoft Foundry due to quota limitations. Despite having a Pay-As-You-Go subscription with an active payment method and no spending limit, the quota for Claude models appears as zero in the Azure AI Foundry portal, preventing deployment.

Environment

Azure AI Foundry, US regions, subscription type: Pay-As-You-Go, resource group: interlight-ai-resource, models involved: claude-sonnet-5-5, claude-opus-5-5, claude-haiku-5-5.

What I've already tried

I verified the subscription prerequisites: active payment method, no spending limit. I checked the Claude quota in Azure AI Foundry, which showed a limit of 0 across all US regions and deployment types. I compared this with Microsoft Learn documentation, which lists default quotas of 40 RPM, 40,000 input TPM, and 8,000 output TPM for Claude models. I attempted deploying claude-sonnet-5-5 version 2 to an Azure Data Zone Standard resource, but received an InsufficientQuota error.

Current status

I am seeking guidance on how to enable or increase the default quota for Claude models under my current subscription, or understand why the quota is zero despite meeting the prerequisites.
