Since 2026-11-04 every deployment that touches our Microsoft Foundry account fails in ARM preflight validation with error 715-123420. Please route this to the team that reviews Real-Time Fraud Protection blocks and lift the block. We can share the subscription ID and other identifiers in a private message.

Environment

  • Resource type: Microsoft.CognitiveServices/accounts (kind AIServices, SKU S0), API version 2025-06-01
  • Region: Sweden Central
  • Models (DataZoneStandard): gpt-5.4 2026-03-05, gpt-5.6-terra 2026-07-09, gpt-5.6-luna 2026-07-09, text-embedding-3-small 1
  • Deployment method: Bicep deployment stack from GitHub Actions with a workload identity

Error (2026-11-04 10:35:01 UTC, operation Microsoft.Resources/deployments/validate/action)

  • Tracking id: bb7bfa17-aad2-41aa-8c18-84edef049d3a
  • Inner error 715-123420: "Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support."

Context

  • New company subscription of a Dutch medical practice. The quota tier changed from Free to Tier 1 on 2026-11-03 at 12:09 UTC.
  • On 2026-11-03 the same template created the Foundry account and five model deployments successfully. They are in use.
  • On 2026-11-04 the next run of the same template was blocked at preflight. Other resource types in the subscription deploy normally.
  • We have not retried and have not deleted or recreated any resources since the block.
  • The troubleshooter in the Azure portal also points to a backend fraud-protection block.

Likely cause/summary: this pattern (same template worked, then ARM validate starts returning 715-123420) indicates a backend risk-control flag on the account/subscription path, not a Bicep syntax or normal quota-setting issue.

    1. Keep retries low (as you are already doing). Repeated rapid retries can prolong review in some risk-control workflows.
    2. Open a technical Azure support request for Azure AI / Foundry and request routing to the account-review team for the 715-123420 block.
    3. Provide the exact evidence bundle in the ticket:
      • Tracking ID: bb7bfa17-aad2-41aa-8c18-84edef049d3a
      • UTC timestamp: 2026-11-04 10:35:01
      • Operation: Microsoft.Resources/deployments/validate/action
      • Subscription ID, resource ID, region (Sweden Central), API version, model/deployment names
    4. Ask support to confirm whether the block is subscription-level or resource-level and what condition is required for unblock.

Your note that other resource types still deploy normally is a strong signal this is a service-specific backend gate, so escalation is the correct route.
