Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Hi @N Kriman
Your diagnosis is right: the zero comes from the quota tier, not from anything wrong in your setup. Here's how Microsoft describes it:
- Each subscription gets a tier (Free Tier, then Tier 1 to 6) based on its usage of Foundry models, its relationship with Microsoft, its payment history and its Azure offer. Some models have offer-specific limits.
- Upgrades are automatic, and they mainly follow consumption trends over time. Your policy, OnceUpgradeIsAvailable, is already the setting that allows that.
- With only about $0.01 of usage so far, and a sponsored (credits) offer, the system has very little to base an upgrade on yet. So a new flagship model like Terra staying at zero on Free Tier is expected.
What you can do:
- Ask for quota directly. Use Microsoft's quota request form (aka.ms/oai/stuquotarequest), choose gpt-6.1-terra, Global Standard, East US, and give a small, realistic TPM for dev/test. If approved, your tier stays the same, but you get more quota for that model.
- Show real usage first. Microsoft says requests are prioritised for customers who actively use their existing quota. A few days of genuine use on a model you do have quota for (such as GPT-5 mini) strengthens the request and also feeds the automatic upgrade.
- Keep building in the meantime on the model with quota, behind a model-name setting, so switching to Terra later is a one-line change.
Please keep subscription IDs out of the thread. The form asks for them privately.
Is Terra required for your use case, or would another model with quota cover the dev/test work for now?
If the request or upgrade gets you Terra quota, please consider accepting it as the answer. If the form is declined, let me know and I'll be happy to keep helping.
