MCPP enrollment blocked by trust evaluation — how to escalate?

I'm trying to enroll in the Microsoft AI Cloud Partner Program (MCPP) from

Partner Center so I can obtain a Partner ID (MPN ID) for Microsoft Entra ID

Publisher Verification on a multi-tenant app. End users of my app currently

see an "unverified publisher" warning on the OAuth consent screen when

connecting their Microsoft 365 / Outlook accounts, and Publisher Verification

requires a Partner ID linked to the tenant.

When I try to enroll, the request is blocked by Microsoft's automated trust

evaluation with the message:

certification processes; as a result your request was blocked."

I have a reference number and correlation ID from the block message.

I tried to open a support ticket from Partner Center → Help + Support, but

the "Workspace" dropdown on the ticket form is empty ("No results found"),

so I can't actually submit the request. I'm stuck in a catch-22 — I can't

enroll in MCPP because it's blocked, and I can't open a support ticket about

the block because the form requires a workspace I don't have yet.

Questions:

  1. What is the correct escalation path to get the MCPP enrollment block manually reviewed?
  2. Is there a phone number or alternative channel for Partner Center support when the ticket form is unusable?
  3. Has anyone else hit this catch-22, and how did you resolve it?

Any pointers appreciated. Thanks.

First use Partner Center → Settings → Account settings → Legal info → Verification Summary to submit a verification appeal; if no Resolve or User Action Needed control exists because enrollment stopped before workspace creation, use Microsoft’s external Partner Support chat and request manual routing to Enrollment/Vetting.

    1. Check for the formal verification appeal

The documented manual-review mechanism is a verification appeal, but it is available only when Verification Summary displays Resolve or User Action Needed.^1^

    1. Sign in using a Global Admin, Compliance Admin, or MAICPP Account Admin account.
    2. Open Settings → Account settings → Legal info.
    3. Open Verification Summary.
    4. If shown, select:
      • Resolve in the legacy experience, or
      • User Action Needed in the updated experience.
    5. Upload official documents whose legal name, business address, and domain match the Partner Center profile exactly.
    6. Submit the appeal and monitor Account settings → Legal info for its status.

Acceptable evidence includes incorporation or business-registration documents and registrar-issued domain records. Self-written documents and screenshots are not accepted as verification evidence.^1^ A screenshot of the trust-block page can still be attached separately to document the error for support.

Microsoft describes “additional verification” as a trustworthiness check that can require a questionnaire, responses to identified concerns, or mitigating actions.^2^

    2. If no appeal control or workspace exists

Since Help + Support already fails with an empty Workspace list, do not keep retrying that same form. The workspace field only lists workspaces the signed-in account can access, so a pre-workspace enrollment block can leave nothing selectable.^3^

Use the external Partner Support Options page and select Chat now. Microsoft currently lists online chat and the Contact Support portal as the Partner Support channels.^4^ Chat availability and routing can vary by region, sign-in state, business hours, and support category; the initial route may appear CSP-oriented.

    Provide this escalation text:

Our Microsoft AI Cloud Partner Program enrollment was blocked by automated trust evaluation before a Partner Center workspace was created. The Partner Center support form therefore shows “No results found” for Workspace and cannot be submitted. Please route this to the MAICPP Enrollment/Vetting or Trust review team for manual review.

    Reference number: [reference]
    Correlation ID: [correlation ID]
    Tenant ID: [tenant ID]
    Legal organization name: [name]
    Primary verified domain: [domain]

    Also include:

    • Date, time, and time zone of the failure
    • The exact displayed message
    • A redacted screenshot of the block
    • Legal business name and address exactly as registered
    • Whether Legal info → Verification Summary is accessible
    • Whether Resolve or User Action Needed appears
    • Official business and domain documents, if requested

Do not post the correlation ID, tenant ID, or documents publicly.

This exact pre-workspace pattern—trust evaluation blocks enrollment, then the Workspace selector prevents ticket creation—has been reported by other MAICPP applicants.^5^ Those reports support asking for manual Enrollment/Vetting review, but they do not establish a guaranteed public escalation queue or resolution time.

    Phone support

Microsoft does not document a dedicated public telephone number specifically for MAICPP trust-evaluation blocks. Its Partner Support page directs users to online chat or the Contact Support portal; the “speak to an agent” option also routes through that portal rather than publishing an enrollment-specific number.^4^

If your organization has Unified/Premier Support, open the case through that entitlement and ask for routing to Partner Center enrollment verification. Partner Center’s standard MAICPP support otherwise operates during regional business hours with best-available response and no prioritized handling.^6^

Once enrollment and company verification succeed, publisher verification still requires a valid Partner Global Account Partner One ID, tenant association, verified publisher domain, appropriate Entra/Partner Center roles, and MFA.^7^
