Can anyone help me diagnose a code signing problem?

I am pulling my hair out here. I use Azure code signing, have been for the past year or so, but don't often sign artifacts. This time, my subscription expired (as it had before), I paid the invoices, and the subscription shows active, but code signing gives me an error:
OperationId xxxxxx: InProgress
Unhandled managed exception
Azure.RequestFailedException: Service request failed.
Status: 200 (OK)
The Azure AI help is out of ideas; it reports everything active and online. Any help would be greatly appreciated.
