The deployment must use a region that is both permitted by your subscription’s Allowed resource deployment regions policy and supported by the selected Azure OpenAI model.
1. Find the regions permitted for this subscription
- In the Azure portal, open Policy.
- Select Authoring → Assignments.
- Open Allowed resource deployment regions or Allowed locations.
- Under Parameters, record the Allowed locations values.
- Ensure the assignment scope includes the subscription or resource group where
practical-gen-ai is being created.
This exact RequestDisallowedByAzure message is associated with subscription-level regional restrictions; choosing arbitrary commonly supported regions will not bypass it.^1^
If the denying assignment is unclear, open:
Resource group → Deployments → failed deployment → Failed. Click here for details
The error details identify the policy assignment that denied the resource.^2^
2. Select a region supported by both the policy and the model
Check the selected model and deployment type in the Azure OpenAI regional-availability table, then choose a region appearing in both lists:
- Subscription policy’s Allowed locations
- Azure OpenAI model/version’s supported regions
Model availability varies by region and deployment category, so a policy-approved region might still not offer the model you need.^3^
Create a new Foundry/OpenAI resource in that intersecting region. An existing resource’s location cannot be changed as part of retrying the failed deployment.
3. If no permitted region supports the required model
- Organization-managed subscription: ask the Azure Policy administrator to approve another location or grant a scoped exemption. Changing assignments requires appropriate policy-management permissions; do not remove an organizational policy without approval.
- Microsoft-managed subscription restriction: open Azure portal → Help + support → Create a support request, enter region access, select Service and subscription limits (quotas), and provide:
- Subscription
- Required region
- Azure OpenAI/Foundry resource type
- Required model and deployment type
- Full
RequestDisallowedByAzure error
- Business or data-sovereignty requirement
Microsoft recommends a remediation request only when there is a clear need for the restricted region; otherwise, deploy in another permitted region.^4^
