Create an Azure DevOps organization with your company work account, add a project and your team members, and use an Azure subscription only for organization creation and billing.

    Understand the three components

    • Azure subscription: The billing container. An active Azure subscription is currently required when creating a new Azure DevOps organization.
    • Azure DevOps organization: The collaboration boundary containing projects, repositories, boards, pipelines, users, and permissions.
    • Microsoft Entra tenant: Your company identity directory. Creating the organization with a work or school account automatically connects it to that account’s Microsoft Entra ID. ^1^

    Set up the organization

    1. Ask your company’s Azure administrator to provide an active Azure subscription, preferably in the Microsoft Entra tenant where your team accounts reside.
    2. Sign in to Azure DevOps with your work or school account.
    3. Select New organization.
    4. Enter:
      • A unique organization name
      • The hosting geography
      • The Azure subscription used for billing
    5. Select Continue. You become the organization owner.
    6. Create a project inside the organization for your team’s repositories, boards, and pipelines.

Organization creation must be completed manually in the web portal; ARM-template creation is not supported. ^1^

    Add your team members

    As the organization owner:

    1. Open https://dev.azure.com/{Your_Organization}.
    2. Go to Organization settings → Users → Add users.
    3. Enter members’ work email addresses, separated by semicolons if adding several.
    4. Set Access level to:
      • Basic for developers who need repositories, boards, and most other features.
      • Stakeholder for users who only need limited project participation.
      • Visual Studio Subscriber where applicable.
    5. Under Add to projects, select your project.
    6. Leave Azure DevOps Groups as Project Contributors for normal development access.
    7. Select Add. Each member receives an invitation email. ^2^

Azure DevOps includes five Basic users free, unlimited users with limited Stakeholder access, unlimited private Git repositories, and other free-tier allowances. ^3^

If the team has more than five developers

Set up billing before assigning paid Basic access:

    1. Go to Organization settings → Billing.
    2. Select Set up billing.
    3. Choose the Azure subscription.
    4. Select Save.
    5. Return to Organization settings → Users and assign Basic to the additional developers. ^4^

The person configuring billing must be a Project Collection Administrator—organization owners are included automatically—and must have Owner or Contributor permission on the Azure subscription. The subscription must be in the same Microsoft Entra ID as the Azure DevOps organization. Azure Free Trial subscriptions aren't supported for Azure DevOps billing. ^4^

Supported billing options include most Pay-As-You-Go, Enterprise Agreement, and Cloud Solution Provider subscriptions. Government, National cloud, and Azure Free Trial subscriptions aren't supported. ^3^

If an existing organization is not connected to your company tenant

An organization created with a work account is connected automatically. For an existing organization that is not connected:

    1. Sign in as its organization owner.
    2. Go to Organization settings → Microsoft Entra ID.
    3. Select Connect directory.
    4. Select your company directory and then Connect.
    5. Sign out when prompted, sign back in with the work account, and review Organization settings → Users for identities that need to be resolved. ^5^
