    Hi Jane,

The “Premium” label alone does not necessarily mean that Cowork is included. If you are using a personal Microsoft account with Microsoft 365 Premium, there is currently no dashboard setting or toggle that you can manually enable to make Cowork appear.

Cowork is available for both personal Microsoft accounts and work or school accounts. For personal accounts, Cowork is currently in Preview and requires an eligible Microsoft 365 subscription, so availability may vary during the rollout. For work or school accounts, access must be enabled by the organization’s Microsoft 365 administrator. Once Cowork is available for the account, it should appear in the Microsoft Copilot app alongside Chat.

You can confirm whether you are signed in with a personal Microsoft account or an organization-managed work or school account. If it is an organization account, please contact your Microsoft 365 administrator and ask whether Cowork access and usage-based billing have been enabled for your account.

For reference, Microsoft explains the access requirements here: Manage Copilot Cowork for your organization.

I hope this helps clarify why the Cowork option may not be visible on your dashboard. Thank you so much for your understanding.

A personal Microsoft 365 Premium subscription does not by itself provide the organizational Cowork experience; the Cowork toggle appears for eligible work or school accounts after Cowork access and usage-based billing are enabled.

If “Premium” means a personal subscription

Microsoft 365 Premium for individuals includes premium Copilot features and agents such as Tasks, Analyst, and Researcher, but Microsoft’s individual-plan comparison does not list Cowork among those included agents.^1^

Also verify that you are the subscription owner. AI benefits under a personal Premium plan cannot be shared with other members.^2^

Therefore, if you sign in with a personal Microsoft account and your subscription is named simply Microsoft 365 Premium, there is no documented setting on your dashboard that you can turn on to make organizational Cowork appear.

If this is an organizational Microsoft 365 Copilot account

When Cowork has been provisioned, open the Microsoft Copilot app and select Cowork from the top toggle beside Chat.^3^

    Cowork requires:

    • An active Microsoft 365 Copilot license assigned to the work or school account.
    • Cowork enabled in that Copilot environment.
    • Usage-based billing enabled.
    • A modern browser, with Edge or Chrome recommended.^3^

If the toggle is missing, ask the Microsoft 365 administrator to:

    1. Open Microsoft 365 admin center.
    2. Go to Copilot → Cost Management → Configuration.
    3. Select + Add spending policy.
    4. Scope the policy to your user or a security group containing your user.
    5. Under Select agents and services, select Cowork.
    6. Choose the billing method and limits, then create the policy.

A spending policy is also an access control: users outside every policy that selects Cowork cannot use it. The old Agents → All Agents → Cowork availability setting no longer grants access after general availability.^4^

After access is enabled, sign into Microsoft Copilot using the licensed work or school account, not the personal Premium account. Cowork should then appear beside Chat. Microsoft documents Cowork under usage-based billing capabilities rather than the standard personal Premium entitlement.^5^

If all these conditions are met and the toggle remains absent, the administrator should open a Microsoft support case to check the tenant’s Cowork entitlement and policy propagation.
