The pending message cannot be cleared in the Copilot desktop app; the administrator of your GoDaddy-managed Microsoft 365 tenant must approve the request and place your account within a spending policy that includes Cowork.

    What the administrator must do

Cowork access is now controlled by a spending policy, not by the older Cowork agent or Frontier preview controls. A user must be covered by at least one spending policy that selects Cowork. ^1^

Ask your Microsoft 365 administrator to:

    1. Sign in to the Microsoft 365 admin center with a Global Administrator or Billing Administrator account.
    2. Open Copilot → Cost Management.
    3. Select View requests under Top Actions.
    4. Open your pending Cowork credit request and approve it. This page shows pending requests, the requested service, license status, and whether the user is already covered by a spending policy. ^2^
    5. Go to Copilot → Cost Management → Configuration.
    6. Select + Add spending policy.
    7. Configure the policy:
      • Choose Identity as the scope.
      • Select All users, or choose Specific groups and select a security group containing your account.
      • Under Select agents and services, select Cowork.
      • Set the spending limits and alerts.
      • Select a billing method.
      • Review and create the policy. ^3^

If usage-based billing has never been activated, the administrator must first select Get Started under Copilot → Cost Management, choose a billing method, and configure the initial spending limits. This is required to activate experiences such as Cowork. ^4^

Simply changing Agents → All Agents → Cowork will not grant access. That preview-era control is deprecated; access now comes only from a spending policy that includes Cowork. ^5^

Because the subscription is managed by GoDaddy

GoDaddy-managed tenants can have limited access to the standard Microsoft 365 admin center and may redirect administrators to GoDaddy’s portal. If that occurs, contact GoDaddy Microsoft 365 support and ask for escalation to the team that manages the Microsoft 365 tenant. ^6^

    Use this wording:

Please enable usage-based billing for Copilot Credits and create an identity-based spending policy that includes my account or security group and selects Microsoft Copilot Cowork. I already submitted the in-app request, which remains pending. Please also confirm that my GoDaddy Microsoft 365 plan supports the required Copilot service.

If GoDaddy confirms that your plan or partner-managed tenant cannot provide these controls, the practical alternatives are:

    • Upgrade to a supported Microsoft 365/Copilot offering through GoDaddy, if available.
    • Ask GoDaddy about moving the tenant to direct Microsoft administration if full Microsoft 365 administrative control is required.

Microsoft Copilot is an add-on with specific prerequisite subscriptions; holding an Office 365 subscription alone does not establish that the required Copilot access has been assigned. ^7^

Since the request has already been pending for weeks, submitting it again from the desktop app will not resolve the missing administrative approval or spending policy.

When Microsoft 365 is purchased through GoDaddy, registration and activation hurdles—especially for advanced add-ons or features like Copilot—are notoriously common due to how GoDaddy federates and manages user accounts separately from standard Microsoft native tenants.

To break through this registration block, execute the following direct troubleshooting protocol:

    1. Bypass GoDaddy Login Confusion (Direct Microsoft Portal Sign-In)

GoDaddy often redirects or confuses login credentials between your main GoDaddy account login and your actual Microsoft 365 cloud credentials.

    • Do not use your GoDaddy password. GoDaddy-provisioned Microsoft accounts require a specific Microsoft 365 work email and password assigned inside your GoDaddy dashboard.
    • Open an Incognito / Private browser window.
    • Go directly to the native Microsoft portal: m365.microsoft.com.
    • Sign in using your full M365 business email address. If prompted whether it is a "Personal" or "Work or school" account, select Work or school account.
    1. Force License and Feature Sync

If the service or registration button refuses to register, the license synchronization between GoDaddy's API and Microsoft's backend is likely stuck.

    • In any native Office desktop app (like Word or Excel), go to File > Account (or Office Account).
    • Under Product Information, click Update License.
    • If you don't see that option, sign out completely from the Office application, close all Office apps, reopen them, and sign back in with your direct M365 work credentials.
    1. Check Connected Experiences Privacy Settings

Advanced features and registration modules frequently fail silently if Microsoft’s telemetry and connected experiences are disabled by policy defaults:

    • In any Office application, go to File > Options > Trust Center > Trust Center Settings > Privacy Options (or File > Account > Account Privacy > Manage Settings).
    • Ensure that "Turn on optional connected experiences" and "Experiences that analyze your content" are explicitly checked/enabled.
    • Restart the application for the settings to take effect.
    1. Clear Cached Windows Credentials

If your machine is holding onto an old or conflicting token from GoDaddy:

    • Close all Office apps.
    • Open Credential Manager via the Windows Start Menu.
    • Select Windows Credentials.
    • Look for any generic or persistent credentials referencing MicrosoftOffice16 or MS.IOT / enterprise login tokens and select Remove.
    • Reboot your machine and attempt the registration step again.
