Microsoft for Startups sign-up: "You're not eligible for an Azure free account"

Applying to Microsoft for Startups (no investor code) with a new personal Microsoft account, the final Azure sign-up step returned "You're not eligible for an Azure free account". The card and phone we entered may already be linked to our company's existing Azure account. Is that the cause, are we still eligible, and what should we change before retrying? We can't reach Startups support because sign-up never completed. Happy to share session details privately.

Previously used card or phone information is a plausible reason for the Azure-account eligibility block, but it does not by itself establish that the company is ineligible for Microsoft for Startups; correct the eligible account and verification details, then use the pre-enrollment Startups support form if the block persists.

    What to change before retrying

    1. Keep the new personal Microsoft account only if it has no Azure history.
The current Startups offer requires a personal Microsoft account that has not previously been associated with an Azure Free Trial, Azure for Students, another Azure offer, sponsorship, or startup program. Work/school accounts are unsupported.^1^ Creating an alias on an existing Microsoft account would not create a new identity; use an actually separate personal Microsoft account if the current one has any such history.
    2. Use accurate verification information belonging to the applicant.
      • Enter the applicant’s legal name and contact information consistently.
      • Ensure the selected country/region matches the billing address.
      • Ensure the cardholder name and billing address match the card issuer’s records.
      • Do not use a virtual or prepaid card.
      • Use a phone that can receive SMS or calls; VoIP numbers are unsupported for Azure phone verification.
Microsoft’s Azure sign-up guidance specifically says to check whether another Microsoft account already uses the same profile, phone, address, or card information.^2^
    3. If available, use another legitimate company-authorized card or phone that has not been used for an Azure offer.
This may avoid a duplicate-identity eligibility check, but it is not guaranteed to clear an internal eligibility block. Do not enter invented details or details belonging to someone who is not participating in the application.
    4. Retry through the no-referral-code Startups path, not through the generic Azure Free Account page. The documented no-code flow proceeds from Continue without a code to the startup dashboard and then Azure account creation.^3^

Avoid repeated rapid attempts. If one clean retry with valid information fails, move to support rather than cycling through more accounts or cards.

    Are you still eligible?

    There are two separate decisions:

    • Azure account eligibility: The message occurred during creation of the Azure account. Reused card, phone, address, or other identity information can cause this check to fail.
    • Microsoft for Startups eligibility: This is determined separately from factors such as being a privately held, for-profit company building its own software product, operating where Azure is available, remaining below the lifetime-credit limit, and not being Series C or later.^3^

Therefore, the error does not alone prove that the startup fails the program criteria. However, the no-code offer requires both an eligible startup and a new eligible personal Microsoft account.

    Support when enrollment never completed

Use the direct Microsoft for Startups support request form documented for cases where eligibility cannot be verified:

Submit a Microsoft for Startups support request

This route is available independently of the completed Startups portal enrollment flow.^2^

The activation documentation also directs eligibility errors to:

    Microsoft for Startups portal support

If that route requires portal access you do not yet have, use the direct support-request form above.^4^

    Include:

    • Exact error text and timestamp with time zone
    • Screenshot with card, phone, email, and identifiers redacted
    • Whether the MSA is newly created and has ever held an Azure offer
    • Confirmation that this was the Continue without a code path
    • Whether the card or phone was previously used on the company’s Azure account
    • Browser session/correlation ID, if the error page displayed one

Do not post session tokens, full card details, tenant identifiers, phone numbers, or account addresses publicly. Provide diagnostic identifiers only through the private support request.
