Windows Clipboard Synchronization Fails Between Devices

Hey everyone,

I'm having trouble getting Windows Clipboard Sync to work between a couple of supported Windows devices linked to the same account.

What’s the standard procedure to troubleshoot this? Looking for tips on checking account configuration, sync settings, network connectivity, and any GPO/MDM restrictions that might be silently blocking it.

Thanks in advance!

Use this checklist for Windows clipboard sync between supported devices on the same account:

    1. Verify clipboard history is enabled on each device.
      • Press Windows logo key + V.
      • If prompted, select Turn on.
      • If clipboard history is off, sync won’t work.
    2. Verify sync is enabled in Settings on each device.
      • Windows 11: Start > Settings > System > Clipboard.
        • Turn Clipboard history across your devices to On.
        • Select Automatically sync text that I copy.
      • Windows 10: Start > Settings > System > Clipboard.
        • Turn Sync across devices to On.
      • Clipboard sync is tied to the same Microsoft account or work account on all devices.
    3. Confirm the copied content is supported.
      • Clipboard history supports Text, HTML, and Bitmap formats.
      • The limit is 4 MB per item.
      • If an item exceeds that size or uses another format, it won’t be available in clipboard history sync.
    4. Check whether the item is being removed from history.
      • Clipboard history stores up to 25 entries.
      • Older unpinned items are removed automatically.
      • Clipboard history is cleared when the PC restarts, except for pinned items.
    5. For Windows 10, confirm the device is on the latest Windows 10 update.
      • Clipboard sync across Windows 10 devices requires the latest Windows 10 update.
    6. If the issue is in a remote session, check clipboard redirection policy.
      • In Group Policy on the computers providing the remote session, go to: Computer Configuration > Policies > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Device and Resource Redirection
      • Open Do not allow Clipboard redirection.
        • To allow clipboard redirection, set it to Disabled or Not configured.
        • To block clipboard redirection, set it to Enabled.
      • Restart the affected computers after applying the policy.
    7. If managed with Intune, check the equivalent MDM setting.
      • In Microsoft Intune admin center, create or edit a Windows 10 and later configuration profile with Settings catalog.
      • Browse to: Administrative templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Device and Resource Redirection
      • Check Do not allow Clipboard redirection.
        • Set it to Disabled to allow clipboard redirection.
        • Set it to Enabled to block clipboard redirection.
      • Restart the computers after the policy applies.
    8. Check for a local device override if remote clipboard works inconsistently by device.
      • A local Windows device can disable clipboard redirection with this registry value:
        • Key: HKEY_LOCAL_MACHINE\Software\Microsoft\Terminal Server Client
        • Type: REG_DWORD
        • Value name: DisableClipboardRedirection
        • Value data: 1
      • Warning: registry changes can affect remote session behavior. Change only if this setting is intentionally being managed.
    9. If file copy/paste fails in Azure Virtual Desktop but text/images work, check drive redirection.
      • Disabling drive redirection can prevent files from being transferred through the clipboard between the local device and remote session.
      • Text and images are not affected by that specific condition.
    10. Validate by testing a simple text copy.
    • Copy a short text string on one device.
    • On the other device, open clipboard history with Windows logo key + V and confirm the item appears.
    • In remote scenarios, test copy/paste between the local device and remote session after restart and policy application.

The context does not provide a documented network-connectivity-specific checklist beyond the account and settings requirements above.

    Hello Manon David,

Thank you for posting question on Microsoft Windows Forum!

The fact of the matter is that Windows Clipboard synchronization uses Microsoft's cloud to transfer clipboard content between devices. It is not simply a local-network or peer-to-peer copy operation. The source device uploads clipboard content, and the destination device retrieves it. Based on the issue description, the suggestion here is to verify core sync settings on each device by pressing Windows key + V on each device. If you see a "Turn on" prompt, click it. Sync cannot function if history is off. Also go to Settings > System > Clipboard. Making sure that Clipboard history across your devices is toggled On. Then, select Automatically sync text that I copy. If it is already on, toggle both switches Off, press Win + V to clear the local history/cache, and toggle them back On to force reestablishing the cloud sync handshake.

Since Clipboard sync is tied to your identity. Any hiccup in authentication can silently break the sync chain. To confirm the same account, the suggestion is to sign in with the exact same Microsoft Account or Work/School Account on all devices. It is also worth trying re-authenticating your account by signing out of your Microsoft account on all devices, then sign back in. This refreshes the authentication token and is a common possible fix for sync issue.

Regarding the GPO and MDM restrictions, the policies "Allow Clipboard History" and "AllowCrossDeviceClipboard" are worth investigating. Because it is the master switch for clipboard synchronization. You can find that policy under this GPO path Computer Configuration > Administrative Templates > System > OS Policies > Allow Clipboard synchronization across devices and the Intune/MDM Path is /Device/Vendor/MSFT/Policy/Config/Privacy/AllowCrossDeviceClipboard .If it is set to Disabled, sync will not work. Alternatively, you can check the policy registry values by running these commands reg query "HKLM\SOFTWARE\Policies\Microsoft\Windows\System" /v AllowClipboardHistory and reg query "HKLM\SOFTWARE\Policies\Microsoft\Windows\System" /v AllowCrossDeviceClipboard check if the value is 1 which indicates the feature permitted and otherwise feature prohibited.

As Clipboard sync communicates via Microsoft’s cloud user activity and notification services. Windows relies on background tracking services to push cloud data. Verifying that the Connected User Experiences and Telemetry service is running and set to Automatic and the user-isolation service instances named Clipboard User Service. Making sure that its startup type is set to Automatic or Manual and that it is not disabled. Also, making sure that outbound HTTPS (port 443) traffic is allowed to Microsoft sync services.
