Set Personalize your background to Picture, then choose the image you want Windows 11 to keep as your desktop background.
- Right-click an empty area of the desktop and select Personalize.
- Select Background.
- Open Personalize your background and choose Picture—not Windows spotlight or Slideshow.
- Select a recent image, or select Browse photos to choose one from your laptop.
- If needed, adjust Choose a fit for your desktop image. Microsoft documents that Picture uses one image, while Spotlight and Slideshow rotate images.^1^
Alternatively, right-click the desired image file and select Set as desktop background.
If it continues changing
- Go to Settings > Personalization > Themes, select the default Windows theme, and then set your preferred picture again.
- Go to Settings > Apps > Installed apps. If Bing Wallpaper is installed, select its three-dot menu and Uninstall, because that application automatically changes the desktop image.^2^
- If you use multiple virtual desktops, return to Settings > Personalization > Background, right-click your chosen image under Recent images, and select Set for all desktops.^1^
