    Hello,

Go to Start > Settings > Personalization > Background > Personalize your background > Picture.

    User's image

(Make sure the picture is selected here.)

Then, select Browse photos and select the photo you want to set as your desktop Background.

Then, go back and select Themes.

    Click Save.

This saves the current desktop background and theme settings as a custom theme.

Set Personalize your background to Picture, then choose the image you want Windows 11 to keep as your desktop background.

    1. Right-click an empty area of the desktop and select Personalize.
    2. Select Background.
    3. Open Personalize your background and choose Picture—not Windows spotlight or Slideshow.
    4. Select a recent image, or select Browse photos to choose one from your laptop.
    5. If needed, adjust Choose a fit for your desktop image. Microsoft documents that Picture uses one image, while Spotlight and Slideshow rotate images.^1^

Alternatively, right-click the desired image file and select Set as desktop background.

    If it continues changing

    • Go to Settings > Personalization > Themes, select the default Windows theme, and then set your preferred picture again.
    • Go to Settings > Apps > Installed apps. If Bing Wallpaper is installed, select its three-dot menu and Uninstall, because that application automatically changes the desktop image.^2^
    • If you use multiple virtual desktops, return to Settings > Personalization > Background, right-click your chosen image under Recent images, and select Set for all desktops.^1^
