Linux App Service SCM/Kudu connects over TLS but returns no headers: supported diagnosis or SCM-only restart?

We have a staging Linux App Service on the Free F1 tier in UK South. An authenticated, certificate-verified GET to the SCM/Kudu VFS endpoint completes DNS, TCP, TLS and request send, but returns no HTTP response headers within 20 seconds. This happened on two separate requests about two hours apart on 2 November 2026. Neither request returned an HTTP status or request ID.

The Azure portal says the app is Running, but its runtime status is “Issues Detected” and its sole instance status is “Unknown,” without a populated last error. Service Health lists no active issue for the subscription. The Free tier's Web App Down report says it is unsupported, and the available application/platform log tables supplied no relevant row.

What supported read-only diagnostic can show whether the request reached the Azure front end or the Kudu process, and where response headers stalled? Is there a supported way to restart only SCM/Kudu for a Linux App Service on F1? The ordinary App Service Restart also restarts the main application, which has a background job we need to contain before restarting. We are seeking guidance before changing the site.

Likely cause/summary: your symptom (TLS handshake succeeds, request sent, then no headers) usually indicates the request is stalling in the SCM/Kudu path or worker health path, not a client TLS issue.

    1. Use supported, read-only diagnostics first.
    2. Validate SCM endpoint behavior from multiple paths.
    3. Check platform logs that are available on your plan.
      • Enable/inspect App Service logs and container/web server logs where applicable.
      • If no request-id is emitted, include this explicitly in escalation evidence.
    4. About SCM-only restart on Linux App Service.
      • There is no generally supported portal action to restart only Kudu/SCM independently on Linux Free F1.
      • A standard App Service restart restarts the app worker path as well.
    5. Safe escalation path (recommended here).

    Confirmed facts from your post:

    • DNS/TCP/TLS succeed to SCM endpoint.
    • No HTTP headers/status are returned in the failing window.
    • App shows Running but instance status is Unknown.

Possible cause (not yet confirmed): intermittent platform-side SCM/Kudu worker unresponsiveness for that instance/SKU.

    Risk/impact note:

    • Restarting the app to recover SCM can interrupt workload/background jobs; coordinate cutover window first.

    Validation checks after action:

    • SCM root and /api/environment consistently return headers/status.
    • Portal runtime status and instance health return to normal.
    • No repeated stall windows in metrics/detectors for at least one monitoring cycle.
