We have acquired and accepted the license terms for Windows SDK for Windows 11, version 10.0.26100.4654 (July 2025).
We are preparing a commercial classic Windows desktop application and would like to clarify the redistribution permissions for five unmodified x64 Universal CRT (UCRT) APISet DLLs.
The following files are present in the official Windows SDK UCRT redistributable directory (Windows Kits\10\Redist\10.0.26100.0\ucrt\DLLs\x64):
-
api-ms-win-core-console-l1-2-0.dll
api-ms-win-core-fibers-l1-1-0.dll
api-ms-win-core-fibers-l1-1-1.dll
api-ms-win-core-kernel32-legacy-l1-1-1.dll
api-ms-win-core-sysinfo-l1-2-0.dll
Our copies match the corresponding Microsoft-provided files.
The Microsoft documentation on Universal CRT deployment states that application-local deployment is supported and that the required DLLs are provided in the Windows SDK's UCRT redistributable directory.
However, these five filenames do not appear in the publicly available Windows SDK REDIST.TXT list, which is marked as updated on October 21, 2024.
The Windows SDK license terms (section 2(a)(i)) refer to REDIST.TXT files and the published REDIST.TXT list when describing the code permitted for redistribution.
Could you please clarify:
Is there an updated or version-specific REDIST.TXT list, or another official Microsoft licensing document, that explicitly covers redistribution of these five unmodified DLLs with a classic Windows application?
If the published list is incomplete or outdated, could you point us to the appropriate Microsoft Windows SDK licensing team or official channel for authoritative confirmation?
We are not asking for a general legal assessment of our application, only for the applicable official redistribution documentation or contact.
