Urgent — First-time Azure Free Account registration rejected

Hello Microsoft Azure Team,

I am a first-time Azure user from Thailand. I have never created an Azure subscription or used the Azure Free Trial.

My registration repeatedly fails with the message "You're not eligible for an Azure free account."

I have already verified my personal information, updated my billing address, completed CAPTCHA verification, tried Incognito mode, and confirmed that I have no subscriptions.

Could a Microsoft moderator help escalate this issue to the Azure Account Verification or Risk Review team?

I need Azure for personal Data Engineering training and would like to activate my first Free Trial without signing up for Pay-As-You-Go.User's image

Thank you.

Microsoft Q&A moderators cannot perform an account-specific eligibility or risk review, so submit the failed signup directly to Azure billing/subscription support and request an Azure Free Account eligibility review.

    Open the support request

    Because no subscription was created:

    1. Open the Azure support request form.
    2. Sign in with the same Microsoft account used for the Azure Free Account attempt.
    3. Select the closest available options to:
      • Product: Azure
      • Issue: Subscription management or Billing
      • Problem: Purchase, sign-up, or account eligibility
    4. State that signup stops at “You’re not eligible for an Azure free account” and request review by the team responsible for signup/account verification.
    5. Attach the screenshot and provide:
      • Country/region: Thailand
      • Date and UTC time of the latest failure
      • Session ID displayed on the error page
      • Whether the card is credit/debit, physical or virtual/prepaid
      • Confirmation that this is the first Azure subscription attempt
      • Confirmation that the same card, telephone number, address, or identity has not been used for another Azure free account
    6. Do not include the complete card number, security code, password, or identity-document numbers.

The official Azure troubleshooting page directs users who cannot access the portal to this support-request route.^1^

    Support-plan requirement

A paid technical support plan is not required for Azure subscription-management support. Azure documents unlimited support for subscription management, including billing and account-transfer matters.^2^

The normal portal procedure is Azure portal → ? → describe the issue → Create a support request. However, creating a request without a subscription requires appropriate directory administrator access. Since registration did not create a subscription, the external form above is the more applicable route unless the portal already allows the request.^2^

If the online form does not offer an Azure signup category, contact Microsoft Support for Thailand through the listed personal-account support channel and ask to be routed to Azure sales/billing support for a rejected first-time signup.^3^

    Eligibility points support may examine

Since the profile, billing address, CAPTCHA, browser mode, and absence of subscriptions have already been checked, there is no value in repeating those steps. The remaining documented eligibility checks include whether:

    • The card information is valid.
    • Another Microsoft account uses the same identifying information.
    • Any previous Azure subscription existed under the same person’s details. The free trial is limited to users new to Azure.^4^
    • The payment card is virtual or prepaid; Azure does not accept those cards for subscription payment verification.^4^

Having no current subscriptions does not by itself establish Free Account eligibility, because eligibility may depend on identifying or payment information associated with another Microsoft account. Only Microsoft support can inspect the account-specific signup decision. Do not create Pay-As-You-Go if that offer does not meet the training requirement; request the eligibility review first.
