A family of System Center products for managing incidents and problems.
Set the new wallpaper directly from its image file, which bypasses the unresponsive Settings > Personalization > Background page.
Change the picture directly
- Open File Explorer and locate the picture you want.
- Right-click the image.
- Select Set as desktop background.
Alternatively, open it in Photos, select … (three dots) > Set as > Background. Both are supported Windows 11 methods.^1^
If that works, reset the Personalization page afterward:
- Open Settings > Personalization > Themes.
- Select a default Windows theme.
- Return to Personalization > Background and try selecting another picture. Windows themes include the desktop background and other appearance settings.^2^
If the direct method does nothing
Restart the Windows desktop interface:
- Press Ctrl+Shift+Esc to open Task Manager.
- Under Processes, find Windows Explorer.
- Right-click it and select Restart.
- Try setting the image directly again.^3^
If a wallpaper or desktop-customization application is installed, update or uninstall it under Settings > Apps > Installed apps. Microsoft documents compatibility problems between some customization applications and Windows 11 24H2.^4^
If this is a work- or school-managed PC
A policy can intentionally remove or disable all desktop-background controls. Ask the administrator to check Prevent changing desktop background under:
User Configuration > Administrative Templates > Control Panel > Personalization
When enabled, that policy prevents users from changing desktop-background settings. It applies to supported Windows 11 Pro, Enterprise, Education, and IoT Enterprise editions.^5^
Repair Windows only if the preceding steps fail
On an unmanaged Windows 11 PC:
- Open Settings > System > Recovery.
- Under Fix problems using Windows Update, select Reinstall now.
- Keep the computer connected to power and the internet.
- Restart when installation finishes.
This reinstalls the current Windows version and repairs system components while preserving files, applications, and settings. The option requires a supported Windows 11 release and might be unavailable on managed devices.^6^
