I've been getting the same error lately... I did find I could download the video to my laptop and watch it that way.
Multiple purchased films showing error message 0xc00d001a within XBOX/PC Film & TV App
Multiple purchased films showing error message 0xc00d001a -
"Can't play the item is missing or we can't get to it. 0xc00d001a".
I have tried the following solutions so far
- signing in & out of my account
- Reboots
- re-installing the Film and TV app on Xbox & PC
- restoring purchases within the XBOX & PC Film and TV app.
- resetting my ISP router box and checking connection
But, I haven't found a suitable solution to fix this, any help would be great.

I can understand why this is frustrating, especially since you have already tested this on both PC and Xbox and gone through the usual app, account, purchase-restoration, and network troubleshooting.
At this stage, check whether the affected films appear in your Microsoft account > Order history. If they do but still produce 0xc00d001a on both devices, I recommend contacting Microsoft Support with the affected titles and purchase information so they can investigate access to those purchases.
Please note that this is a user-to-user support forum. Moderators, contributors including external Microsoft employees cannot directly intervene in Microsoft product features or access back-end systems. Our role is limited to providing technical guidance on reported issues, requests, or ideas.
That avoids putting you through the same troubleshooting again and focuses on the part that cannot be verified locally.
