Azure Subscription Disabled – Suspicious Activity Warning (Need Advice)

My Azure subscription has been unexpectedly disabled, and I'm trying to understand the root cause and how to restore access.

After investigating, I noticed that the subscription is currently in a "Warned" state, which initially led me to believe this might be related to an outstanding payment.

However, I'm the Billing Account Owner, and I've verified that there are no overdue or outstanding invoices.

The message displayed in the Azure portal states:

"We’ve identified suspicious activity in your account. To protect your account, we’ve disabled it."

At this point, I'm unclear whether this is a billing issue, an automated fraud/security detection, or something else triggering Microsoft's account protection mechanisms.

Has anyone experienced a similar situation?

I'd particularly appreciate insights into:

What might trigger this type of subscription suspension?

Whether the "Warned" state is necessarily related to billing or could indicate a security-related restriction.

What's the most effective way to escalate this with Microsoft and get the subscription reactivated?

Any guidance or experience would be greatly appreciated, especially regarding resolution timelines and escalation paths.

Thanks in advance!

    Hi,

Please carefully follow my instructions below to create a free Subscription management support request. To start the process, please click on this link:

    https://portal.azure.com/#view/Microsoft_Azure_Support/NewSupportRequestV4Blade/assetId/

    Issue type: Subscription management

    Problem type: Re-enable my subscription

Problem subtype: Could not reactivate by self-service

    User's image

Click Next. At this point there will be a delay and then it will display some recommended solutions. DO NOT CLICK on any of these. Instead click Return to support request in upper left corner

    User's image

Click Next to advance to Additional details tab. Issue Category: Azure - Subscription Management Issue Select your support plan: <choose Basic if you don't have paid plan>

Continue filling out additional details, in description box explain the error you are receiving, select Diagnostic option, Email/Phone, etc., click Next, review information and click Create. You should receive an automated email in a few minutes confirming that support request has been created. Hopefully you will be contacted by Email/Phone (depending on your choice) within 1 business day.

    Thanks.

The portal message indicates a security-related disablement, not a normal billing-only suspension.

Supported causes for Azure subscription state differ:

    • Warned can occur when a subscription is past due, canceled by a user, or expired. In that state, create operations are blocked, but the subscription has not yet fully transitioned to disabled.
    • Disabled can also happen for billing reasons such as expired credit, spending limit, past due balance, or exceeded card limit.
    • A separate documented scenario is when Azure disables a subscription for security reasons or suspicious activity / terms-of-use violations. In that case, the accepted escalation path is to submit a support request for the security team to review the decision.

    Given the exact message:

“We’ve identified suspicious activity in your account. To protect your account, we’ve disabled it.”

and the fact that there are no overdue invoices, the most relevant path is to treat this as a security/fraud review case, not a standard billing past-due case.

    Recommended next steps:

    1. In the Azure portal, go to Help + support and create a support request.
    2. Use Issue type: Subscription management.
    3. Use Problem type: Re-enable my subscription.
    4. In the request, include the exact portal message and state that billing has already been checked and there are no outstanding invoices.
    5. If the subscription may have been compromised, review:
      • Microsoft Entra sign-in logs for unusual sign-in activity.
      • Azure Activity Log for unauthorized changes.
      • Cost/spending anomalies in Azure Cost Management.
    6. If suspicious resources were created, deallocate or remove unauthorized resources after access is restored or as part of the incident response process.

What can trigger this type of suspension:

    • Documented guidance shows Azure can disable a subscription when suspicious activity or acceptable-use/security concerns are detected.
    • If compromise is suspected, review unusual sign-ins, billing/configuration changes, and unexpected consumption.

    About timelines:

    • The documented up to 24 hours reactivation timing applies to subscriptions reactivated after payment/balance resolution.
    • No specific reactivation SLA is provided here for security-review-based disablement.

If the issue turns out to be billing-related after all, Azure documents these indicators:

    • Past Due: subscription remains active, but unpaid balance is pending.
    • Warned: can happen if the warning is not addressed.
    • Disabled because payment wasn’t received: resources are disabled until the balance is settled.

In this case, the portal’s suspicious-activity message is the strongest signal, so the fastest escalation path is the support request for subscription re-enable review.
