Screenshot 2026-10-30 080648

I have tried "sfc /scannow" and "DISM.exe /Online /Cleanup-Image /RestoreHealth" earlier and the error is still there.

I also also tried using "Fix problems using Windows Update" in System > Recovery.

Some of the other answers here link to older .dll versions and not the latest.

Great. The next step is to install the latest platform update via Windows Update.

(or)

Use the offline installer.

Update for Windows Security platform - KB5007651 (Version 10.0.29680.1000)

https://catalog.s.download.windowsupdate.com/c/msdownload/update/software/defu/2026/10/securityhealthsetup_015eb00586733bf3d23676ec071191886a68907b.exe

Download the file, right-click and select Properties. Select Unblock and click OK.

Right-click on the file and choose Run as administrator.

Run:

dir C:\Windows\System32\SecurityHealth

To see if the latest Windows Security Platform folder is created.

Perform an in-place reinstall of Windows 11 from current installation media, selecting Keep personal files and apps, because the less-disruptive repairs have already failed and manually inserting an older SecurityHealthSSO.dll risks a version mismatch.

    In-place reinstall procedure

    1. Back up important files before starting.
    2. Open Settings → System → About and note the installed Windows edition, such as Windows 11 Home or Pro. The installation media must match that edition.
    3. Use Microsoft’s Windows 11 installation-media creation process to create or download current Windows 11 media.
    4. Remain signed in to Windows. Do not boot from the USB, because booting from it leads toward a clean installation rather than the repair installation that preserves apps.
    5. Connect or mount the installation media:
      • For a USB, open its drive in File Explorer.
      • For an ISO, right-click it and select Mount, then open the mounted drive.
    6. Run setup.exe from the root of that drive and approve the User Account Control prompt.
    7. At Ready to install, select Change what to keep.
    8. Select Keep personal files and apps. This preserves personal data, installed applications, and Windows settings.
    9. Select Install and allow every restart to complete.

These are Microsoft’s documented in-place reinstall steps.^1^ After signing back in, run Windows Update, restart once more, and confirm that the startup error is gone and Windows Security opens normally.

    Important distinction

Do not select Keep personal files only unless reinstalling applications is acceptable, and do not select Keep nothing. Also, do not boot from the installation media: Microsoft identifies that path as a clean installation, which removes files, applications, and settings.^1^

Avoid copying an older DLL into:

    C:\Windows\System32\SecurityHealth\10.0.29680.1000-0

The reported folder is version-specific, while the available DLL-replacement Q&A procedure targets a different Security Health version (10.0.27777.1008-0).^2^ It therefore should not be applied to this installation without an exact matching package.

If “Keep personal files and apps” is unavailable

Cancel Setup rather than proceeding. That choice can disappear when the installation media is incompatible with the installed Windows edition or when Setup was started by booting from the media. Confirm the edition under Settings → System → About, obtain matching media, and launch setup.exe from inside the running Windows installation.

    Last resort

If the in-place reinstall completes but the error remains, use:

Settings → System → Recovery → Reset PC → Keep my files → Cloud download

Back up first. Keep my files preserves personal files but removes installed applications and settings; Cloud download obtains a fresh Windows copy instead of reusing local files.^3^
