Managing external identities to enable secure access for partners, customers, and other non-employees
Open a Microsoft 365 admin-center support case and request escalation to the Microsoft Entra backend team, because a confirmed directory-level invitation block cannot be removed through tenant roles or collaboration settings.
Microsoft Q&A cannot access or modify the tenant, so the tenant identifier should not be posted publicly. Matching cases where every invitation method failed for Global Administrators were resolved only after Microsoft’s internal team removed the block ^1^.
1. Capture definitive evidence with Microsoft Graph
The portal’s generic “Insufficient privileges” message alone does not prove a backend block. Run one invitation through Graph to capture the full service response:
POST https://graph.microsoft.com/v1.0/invitations
Content-Type: application/json
{
"invitedUserEmailAddress": "[Email]",
"inviteRedirectUrl": "https://myapps.microsoft.com",
"sendInvitationMessage": false
}
Use Graph Explorer or another authenticated Graph client with User.Invite.All; the signed-in account must also hold a supported Entra role. A successful request returns 201 Created ^2^.
Record:
- UTC timestamp
- HTTP status and complete response body
- Request ID and client-request ID from the response headers
- A screenshot of the Entra portal failure
- Confirmation that the failure affects multiple domains and both Teams and Entra
If Graph returns:
Invitations are blocked for this directory due to suspicious activity. Please contact Microsoft support for help.
that confirms the matching backend-restriction scenario. It cannot be cleared by changing local roles, Graph permissions, or collaboration settings; matching cases required Microsoft’s backend team to unblock the directory ^3^.
Since external collaboration and cross-tenant settings have already been checked, do not spend additional time changing them. Microsoft’s standard setting check applies when invitations are disabled by tenant configuration, and changes can take 15–60 minutes, but that path does not clear a service-side restriction ^4^.
2. Submit through the Microsoft 365 subscription
As Global Administrator:
- Open the Microsoft 365 admin center.
- Select Help & support at the lower right.
- Enter:
Microsoft Entra B2B invitations blocked for entire directory — backend review required - If self-help results appear, select the Contact Support headset icon.
- Choose phone or email and submit the case ^5^.
Use this case description:
All Microsoft Entra B2B guest invitations fail for Global Administrators, all external domains, and multiple invitation surfaces. Entra and Teams display “Insufficient privileges to complete the operation.”
Microsoft Graph
/v1.0/invitationsreturns: “[paste exact response].”External collaboration and cross-tenant settings have already been validated. Please associate this request with the previously closed Microsoft 365 case, route it to the Microsoft Entra External ID/backend protection team, check for a directory-level B2B invitation restriction, and remove the restriction if appropriate. This is blocking an active EU research collaboration project. Request ID: [ID]. UTC timestamp: [time].
Do not describe this merely as an Azure subscription issue. State that it is a Microsoft Entra tenant used by the Microsoft 365 Business Standard organization and that the requested operation is a backend review of B2B invitation service status.
If the subscription was purchased directly from Microsoft, the admin-center support route is available. If every subscription was purchased through a partner, Microsoft’s support guidance directs the customer to that partner instead ^5^.
3. If the case is redirected or closed again
Reply on the existing Microsoft 365 case and request:
- Reopening or creation of a linked case
- Internal transfer to Microsoft Entra External ID
- Preservation of the Graph response, request IDs, timestamps, and business-impact statement
- Written confirmation of the correct public support route if transfer is refused
If the admin-center contact option remains unavailable, use Microsoft’s regional business support phone route; administrators should have the organization’s account details available, and Microsoft may perform PIN-based verification ^5^.
