cannot activate win11

I have a win10 pro, retail license, digital and linked to my ms account.

I have installed win11 pro, on new hardware, and trying to activate it.

when I go to the troubleshooting>I changed hardware, it does not show me anything in the list, and tells me it cannot activate using these devices (of which there are none).

All the 'get help' and 'contact support' are only running me in circles, and I get nowhere.

Trying to activate online - after typing in my installation ID, I;m told my installation ID cannot be verified - I installed myself from a USB key from a downloaded from microsoft win 11 pro

Any ideas?

If the Windows 10 Pro retail purchase included a 25-character product key, enter that original key directly in Windows 11 Pro under Settings > System > Activation > Change product key.

Activate with the original retail key

    1. Locate the key in the original purchase evidence:
      • Microsoft or retailer confirmation email.
      • Retail packaging or key card.
      • The retailer’s digital locker.
      • Microsoft account > Order history, if purchased from Microsoft.
A Microsoft Store app Pro upgrade may provide only a digital license, not a separately retrievable key. ^1^
    2. On the new PC, open: Start > Settings > System > Activation > Change product key.
    3. Enter the original 25-character Windows 10 Pro retail key and select Next > Activate. Microsoft documents this as the product-key recovery path after a hardware change. The edition must remain the same; your stated Pro-to-Pro installation satisfies that requirement. ^2^
    4. Return to Settings > System > Activation and check whether the status now reports that Windows is activated.

Do not post the product key publicly or include it in screenshots.

If there is no product key

Because the hardware-change troubleshooter is showing an empty list, it currently cannot find an eligible linked device under the Microsoft account being used. Since that path and the Installation ID portal have already failed, repeating them is unlikely to add useful information.

    Verify the licence’s provenance instead:

    1. Open Command Prompt as administrator.
    2. Run:
         slmgr /dli
         slmgr /dlv

    3. Record—without publishing the full key:
      • The licence channel, particularly whether it says Retail.
      • The partial product key.
      • The current activation error code.
      • The licence status.

The transfer option depends on the original licence actually being a standalone retail Windows 10 licence. If “retail” means a boxed or downloadable Windows 10 Pro purchase, retain its invoice or order confirmation. If Windows 10 was instead obtained through a free upgrade from Windows 7 or 8, that is a materially different licensing history and should be disclosed to support.

    Escalate as an activation-entitlement case

If there is no 25-character key and the linked-device record remains unavailable, contact Microsoft customer support and request Windows activation support. Microsoft’s activation guidance directs unresolved troubleshooter failures to customer support. ^3^

    Provide:

    • Proof of purchase for the standalone Windows 10 Pro retail licence.
    • The Microsoft account used when the old installation showed “digital license linked to your Microsoft account.”
    • The exact activation error code from Settings > System > Activation.
    • The licence channel and partial key from slmgr /dlv.
    • The fact that the hardware-change list is empty.
    • The Installation ID portal’s exact “cannot be verified” response.

The Microsoft USB installation itself does not supply the licence; activation still requires either a valid digital licence associated with eligible hardware or a valid product key. ^4^
