Repair Windows Update and the Windows component store first, then install the pending Windows 10 updates before retrying the Windows 11 upgrade.
Error 0x8007000d means Windows received invalid update data and is commonly associated with damaged Windows Update files or cache content; the simultaneous 0x800700c1 failures across the feature and .NET updates also warrant repairing the servicing components rather than installing .NET separately.^1^
1. Back up important files
Copy important documents and pictures to OneDrive, another computer, or an external drive. Disconnect that external drive after the backup.
2. Run the Windows 10 Update troubleshooter
- Open Start → Settings → Update & Security → Troubleshoot.
- Select Additional troubleshooters.
- Select Windows Update → Run the troubleshooter.
- Apply any recommended repairs and restart the computer.^2^
Do not retry the separate .NET installers yet. The cumulative .NET package shown in the screenshot is being delivered through Windows Update, and the broader update mechanism is currently failing.
3. Clear the Windows Update download cache
This deletes downloaded update files, not personal files.
- Press Windows key + R.
- Enter
services.msc and select OK.
- Right-click Windows Update, then select Stop.
- Open File Explorer and browse to:
C:\Windows\SoftwareDistribution
- Delete everything inside that folder.
- Return to Services, right-click Windows Update, and select Start.^1^
4. Repair Windows components and system files
Connect the computer to the internet. Open Start, type Command Prompt, right-click it, and choose Run as administrator. Run these commands in order:
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Allow each command to finish, even if progress appears paused. DISM retrieves replacements for damaged components through Windows Update; SFC then checks protected system files.^3^
Restart the PC. Then open Settings → Update & Security → Windows Update → Check for updates. Install the Windows 10 22H2 and cumulative updates before attempting Windows 11.
If DISM fails or the errors return
Perform a Windows 10 repair installation, also called an in-place upgrade:
- Download the Windows 10 Media Creation Tool from Microsoft:
https://www.microsoft.com/en-us/software-download/windows10/
- Run it from inside the existing Windows 10 installation.
- Select Upgrade this PC now.
- Confirm that setup says Keep personal files and apps before continuing.
This reinstalls Windows system components while retaining files, applications, and settings; nevertheless, complete the backup first.^4^
After the repair installation:
- Run Windows Update until no applicable updates remain.
- Disconnect nonessential USB storage, printers, docks, and similar hardware.
- If installed, temporarily remove non-Microsoft antivirus software.
- Retry the Windows 11 upgrade. Microsoft lists current Windows updates, sufficient free disk space, removal of unnecessary hardware, and removal of third-party antivirus as upgrade preparation steps.^5^
If DISM or the repair installation fails, record the complete message and error code. DISM details are written to C:\Windows\Logs\CBS\CBS.log; that output is needed to distinguish unresolved component-store damage from a different setup failure.^3^
Windows 10 support ended on October 14, 2025, so once servicing is repaired, completing the move to Windows 11 is preferable if the PC meets Windows 11 requirements.^2^
