You cannot expand an Outlook.com Safe Senders list beyond its 1,024-entry maximum; remove obsolete entries or consolidate multiple addresses from the same trusted organization into a single domain entry.^1^

    Edit and reduce the list

    1. Sign in to Outlook.com.
    2. Select Settings (gear icon) → Mail → Junk email.
    3. Under Safe senders and domains:
      • Select an entry and choose Edit to change it.
      • Select Remove (trash-can icon) to delete it.
    4. Select Save.^2^

Emptying the Junk Email folder does not remove Safe Senders entries or create room in the list.

    Conserve entries with domains

If several trusted addresses use the same domain, replace them with one domain entry. For example, instead of separately listing:

    • [Email]
    • [Email]
    • [Email]

add contoso.com once. This treats mail from every address at that domain as safe, so only do this for domains you trust completely.^3^

Also review Blocked senders and domains on the same page: Safe and Blocked lists both consume junk-email list capacity in some Outlook configurations.

If this is a work or school account

Exchange Online has a different limit: 1,024 total entries across Safe Senders, Safe Recipients, and—when Trust email from my contacts is enabled—external contacts. Outlook on the web stops accepting additional entries at that point.^4^

For a managed work or school mailbox, ask the Microsoft 365 administrator to use organization-level anti-spam policies or mail-flow configuration when many senders must be allowed; continuing to add mailbox-level entries will not expand the Outlook on the web limit.
