I am trying to edit my baby pictures for a baby book that I am making. I continue to get the message: "Copilot image editing incorrectly blocked by Code of Conduct."

For your privacy and security, I have covered the personal information included in your post. Please avoid sharing any personal or sensitive information publicly, such as serial numbers, order details, email addresses, phone numbers, or case-related information.

    Hi Debra Adams,

Thank you for sharing the screenshots. Since Copilot is rejecting the photos even with the simple instruction “restore photo,” this may be an incorrect safety-filter response rather than a problem with the wording of your request.

As a quick check, please start a new conversation and try editing a different image that does not contain any people, using a basic request such as “improve the lighting and sharpness.” If that image can be edited, but the family photos are still blocked, please include that comparison when submitting your feedback, as it may help the Copilot team identify what is triggering the filter.

Please note that this is a user-to-user support forum, so contributors and moderators cannot review Copilot’s internal classification or remove the block from the back end. I also recommend avoiding repeated attempts with the same photos for now.

I hope the issue can be reviewed so you can continue restoring the photos for your baby book. Thank you so much for your understanding.

Report the apparent false positive through Copilot’s Send feedback → Report a problem workflow, because Microsoft documents no user-facing control for overriding a Code of Conduct image block.

    Report the incorrect block

    1. In Copilot, select … in the upper-right corner.
    2. Select Send feedback.
    3. Select Report a problem.
    4. Include the information Microsoft specifically requests:
      • When the problem started
      • Your device and operating system
      • A screenshot showing the full message^1^

Also include these helpful investigation details:

    • The exact editing prompt
    • Whether every baby photo is blocked or only a particular photo
    • Whether this was in the website, Windows app, or mobile app
    • The date, time, and time zone of a failed attempt
    • Whether the failure occurs immediately after uploading or only after requesting the edit
    • A description of the intended edit, such as cropping, background removal, or color correction

If the blocked response has a thumbs-down button, submit feedback there as well and describe it as an incorrect safety classification. Microsoft uses this feedback to evaluate and improve Copilot’s image features.^2^

Submitting feedback enables Microsoft to investigate, but it does not guarantee an individual reply, immediate reversal, or account-level unblock.

Why a legitimate picture can be blocked

Copilot applies automated classifiers to prompts, conversation history, and uploaded files. Uploaded images are also automatically scanned for safety risks. Microsoft states that generative AI and its safeguards are probabilistic and can make mistakes, so an unexpected block does not by itself prove that you violated the Code of Conduct.^3^

    Optional isolation test

To determine whether the block is tied to the current conversation:

    1. Start a new Copilot conversation.
    2. Attach only one photo and wait until the correct attachment appears.
    3. Use a short, neutral instruction, for example:
“Crop this photo to portrait orientation and improve the lighting. Do not add or remove any people.”
    4. Do not repeatedly resubmit the same rejected request; Microsoft notes that serious or repeated policy violations can result in temporary or permanent restrictions.^3^

This is only an isolation test, not a documented workaround for a safety block. If it is blocked again, stop retrying and add that result to the feedback report.
