A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
A Microsoft 365 Developer Program membership does not automatically include a sandbox. The Microsoft 365 E5 developer sandbox is a separate subscription that must be requested and provisioned after program enrollment, eligibility confirmation, any required verification, and dashboard provisioning.
Current supported qualification paths for a Microsoft 365 E5 developer subscription are:
- Eligible Visual Studio Professional or Enterprise standard subscribers.
- ISV Success Program members.
- Eligible Microsoft AI Cloud Partner Program participants.
- Companies with Premier or Unified Support contracts.
If the dashboard shows that the account does not currently qualify, the documented checks that can affect validation include:
- Subscription status.
- Assignment status of the subscription.
- Identity verification requirements.
- Regional or program-specific restrictions.
- Temporary validation issues.
Actionable next steps:
- Sign in to the Developer Program dashboard with the same member ID used to join the program.
- If there is an eligible Visual Studio or partner-related qualification path, verify that it is active and assigned to the same account.
- Retry the validation process.
- In the dashboard, look for Set up E5 subscription. That option appears for self-service eligible members.
- If using an enterprise or production Microsoft 365 subscription today, note that it does not create, replace, or qualify the account for a developer sandbox.
- If a sandbox is needed for development and testing but the account does not qualify for the Microsoft 365 Developer Program path, create a free Microsoft Entra tenant for development instead. The documented alternative is a new tenant with Microsoft Entra ID Free tier, with the option to activate a free trial of Microsoft Entra ID P1 or P2 if needed for testing.
Important limits and notes:
- Only one Microsoft 365 developer subscription is allowed per Developer Program membership.
- Microsoft employees cannot request a sandbox through the program.
- Government cloud environments such as GCC, GCC High, and DoD are not supported by the Microsoft 365 Developer Program.
- The sign-in account for the Developer Program dashboard is different from the admin ID created for the sandbox.
- Phone numbers and
*.onmicrosoft.comaccounts are not supported for Developer Program sign-up.
The available documentation does not describe disability-based eligibility exceptions or special sandbox qualification accommodations. It does document the standard eligibility paths and the free Microsoft Entra tenant alternative for development and testing.
