I have the exact same issue even on two different laptops immediately after updating to build 26300.9818. Both are running Windows 11 Pro, use local accounts, and are not enrolled in the Windows Insider Program.
Boot and login animation regression to old dots ring after installing Build 26300.9818 (KB5127936)
Hello Microsoft Windows Team,
After updating to Windows 11 Build 26300.9818 (KB5127936), I noticed a visual regression with the OS boot and login animation.
The modern "Progressive Ring" animation (continuous loading bar) has unexpectedly reverted to the legacy Windows 8-style "dotted rotating ring" animation during system restarts, boot-up, and the login screen.
This issue seems to be a common bug introduced in this specific build, likely caused by registry or system file overrides regarding "BootProgressAnimation".
Since I prefer not to manually modify the registry myself, I kindly request the engineering team to include an official fix for this UI animation regression in the next cumulative update.
Thank you for your time and hard work!

Thanks for reaching out to Microsoft Q&A Forum. I understand that after updating to Windows 11 26H2 (KB5127936), your PC still shows the dotted circle animation at startup, restart and sign-in. You also created the BootProgressAnimation registry value, but the progressive ring does not appear. You would like to know whether there is an official setting for this and why the tweak is not working.
To narrow this down, could you please confirm:
- The exact build number shown when you press Windows key + R and run
winver. - Whether this PC is enrolled in the Windows Insider Program, and whether you created the registry value as a DWORD (32-bit) set to 1.
Looking forward to your update.
