Microsoft for Startups offer (MS-AZR-0036P) blocked with "You're not eligible for an Azure free account" – how to activate startup credits?

I'm trying to activate the Microsoft for Startups Azure credit offer (MS-AZR-0036P) for my B2B SaaS startup, but the last step of the Azure sign-up page shows:

"You're not eligible for an Azure free account. Don't worry—you can still use Azure by paying as you go."

I am not trying to get a free trial – I want to activate the Microsoft for Startups credits.

Details:

  • I signed up with a new personal Microsoft account (MSA) that has never had an Azure subscription.
  • I already have a separate, older Microsoft account with an active pay-as-you-go Azure subscription (it originally started on the Azure free trial). Our product already runs on that subscription.
  • I suspect my payment card or phone number being linked to the older account is why the new sign-up is refused.
  • The business is registered in India (GST registered). Our product is an ERP SaaS for packaging manufacturers, built on Azure Container Apps, Azure Database for MySQL, Azure OpenAI and Azure Communication Services.

Questions:

  1. Is the startup offer blocked because the same payment card / phone number was used for an earlier Azure free trial on another account?
  2. What is the correct way to activate the Microsoft for Startups credits in this situation – can support do an entitlement transfer to an eligible account, or apply the startup benefits to my existing subscription?
  3. Which support channel should I use (Azure billing support ticket or Microsoft for Startups program support) to get this resolved?

I have the SessionID and timestamp from the error page and can share them, along with business verification documents, privately with Microsoft support.

Thank you.

Submit this activation failure to Microsoft for Startups Program Support, which specifically handles startup-credit activation, sponsorship offer issues, entitlement transfers, and corrections to the owner account tied to an Azure sponsorship.^1^

    Immediate checks and escalation

    1. Check when you accepted the Microsoft for Startups agreement.
      • Credits must be activated within 90 days.
      • If more than 90 days have passed, the offer has expired; reapply to regain access rather than retrying the Azure signup.^2^
    2. Use the activation path corresponding to your program join date:
      • Before May 29, 2026: Microsoft for Startups portal → Activate Azure → Link Microsoft account → select the MSA → Activate → Complete Azure sign-up.
      • On or after May 29, 2026: complete activation through the Azure portal as part of the startup application process.^2^
    3. Use the same personal Microsoft account used for program registration. Startup benefits must be activated with that same MSA; a work or school account may produce activation errors.^3^
    4. If the error persists, open the program-support request:
      • Azure portal → Program Overview Page
      • Overview → Your Microsoft Team
      • Select Get program support
      • Choose the closest available category to Azure Sponsorship/Startup Credits – Activation issue; category wording may vary.^1^
For memberships created before May 29, 2026, the legacy portal also provides ? → Submit a Support Ticket, where screenshots and documents can be attached.^4^

    Include:

    • Offer ID MS-AZR-0036P
    • Exact error text
    • Session ID and UTC timestamp
    • MSA used to register and activate—share it only inside the private ticket
    • Program acceptance and activation dates
    • Startup/program application ID, if available
    • Country/region and confirmation that billing details match the Indian billing address
    • Screenshot of the final error
    • GST/business-verification documents if requested
    • A request to inspect the program entitlement, sponsorship provisioning, and owner-account binding

Do not post the Session ID, account address, card details, or business documents publicly.

Is the reused card or phone number the cause?

That cannot be concluded from this error alone. Azure activation requires verified contact, billing, and payment information, but the documented action for “You aren’t eligible for this offer” is to contact startup support.^2^

Microsoft separately documents that a phone number may already be associated with another Microsoft account, but that behavior concerns Microsoft-account association and does not establish the cause of this Azure startup-offer rejection.^5^

Do not create additional MSAs or repeatedly change cards unless Program Support instructs you to do so; the entitlement is associated with the MSA used for program registration.

Transfer versus applying credits to the existing subscription

Program Support can assess an Entitlement Transfer (ET) or correct the owner account tied to an Azure sponsorship.^1^ That means correcting or changing ownership of the sponsorship entitlement; it does not establish that credits can be retroactively attached to your existing pay-as-you-go subscription.

The expected startup activation creates or provisions the sponsored Azure benefit under the selected MSA. Ask Support to determine whether it should be:

    • provisioned under the new MSA;
    • corrected to another eligible owner account; or
    • recovered if a sponsorship subscription was already created but is visible under another directory associated with the MSA.

Do not transfer or redeploy the production workload until Support confirms the resulting sponsorship subscription and supported migration path. A billing-ownership transfer involving MS-AZR-0036P can cause available credit not to carry into the new billing account.^6^

Azure Billing Support is the fallback for ordinary subscription charges, invoices, or payment failures. This case should start with Microsoft for Startups Program Support because it concerns benefit activation and entitlement ownership, not a runtime Azure service problem.^1^
