Both Template Files are the very same database and were filled out in the exact same way and are saved as Template Files.
I designed the Database.

Please expand on the exact steps you followed to produce the two templates. "the exact same way" is clear to you, but we don't know what that means.
Also please indicate whether the two templates rehydrate properly when run under the same version that created each of them.
Please indicate whether the two templates rehydrate properly when run under the other version, i.e. 2021 created template rehydrated by 2024 and vice versa.
Confirm, also, please, that these file sizes do not reflect inclusion of data in tables.

I have completely abandoned saving my Database as a 'Template' instead Package and Signing my Database.
The Signed Package file comes to 976 kb ! The only downside is the "Certificate" created by me is a rather 'plastic' one.
Now to write the user manual.
