The Microsoft 365 Apps for enterprise license shown cannot be updated to restore Publisher because Publisher was removed from Microsoft 365 on or shortly after October 1, 2026.^1^

The View Only (Unlicensed) state and failure of Update License are therefore not something that another Microsoft 365 license refresh can resolve for Publisher.

    What to do now

    1. Do not keep retrying Update License in Publisher.
    2. Locate your .pub files by searching your PC, OneDrive, and SharePoint for:
         *.pub

    3. If Publisher still lets you open a file, preserve it immediately:
      • Select File > Save As.
      • Choose PDF as the file type.
      • Save the PDF.
    4. To edit the converted content:
      • Open Word.
      • Select File > Open and choose the PDF.
      • Select OK when Word offers to convert it.
The resulting Word document is optimized for text editing, so complex layouts and graphics may move.^1^

For new or recreated publications, Microsoft recommends:

    • Word or PowerPoint: flyers, brochures, business cards, certificates, and calendars
    • PowerPoint: banners, signs, and posters
    • Word: labels, envelopes, newsletters, letterhead, forms, and invoices^1^

If Publisher can no longer open the files, Microsoft 365 does not provide a replacement Publisher viewer. Conversion requires either a still-working Publisher installation or a third-party conversion service; Microsoft cautions that third-party services vary in quality and are not supported by Microsoft.

Check whether this affects only Publisher

Open Word or Excel > File > Account:

    • If Word and Excel show a licensed subscription, no general Microsoft 365 activation repair is needed; Publisher’s retirement is the applicable issue.
    • If they also show Unlicensed Product, that is a separate activation problem. Verify that the organizational account shown in Office has an active Microsoft 365 Apps assignment, then run the Microsoft 365 activation troubleshooter through Windows Get Help on this same PC. Microsoft documents this troubleshooter for Windows 10 or later.^2^

    Perpetual Publisher exception

A separately purchased perpetual edition of Publisher can still be installed and used after October 2026, although it is unsupported. This exception does not apply to the Microsoft 365 Apps for enterprise subscription edition displayed in the screenshot.^1^

    Dear Kadin Chen,

Please understand that this forum is a public platform, and moderators will modify your question to cover your personal information in the description. Please notice to hide these personal or organization information next time you post error or some information to protect personal data.

Based on the screenshot, Publisher is detecting the Microsoft 365 Apps license but is unable to refresh or activate it. When selecting Update License, the activation process fails with the generic message "Sorry, something went wrong."

Here are some suggestions you can try:

    • Confirm that the affected account is assigned a license that includes Microsoft 365 Apps for enterprise.
    • Sign out of all Office applications, close them completely, and then sign back in with the licensed account.
    • Perform an Online Repair of Microsoft 365 Apps: open Control Panel > Programs and Features > Select Microsoft 365 Apps > Click Change, First run Quick Repair and test Publisher again
    • Check whether Word or Excel shows the same Unlicensed Product status. If multiple Office applications are affected, this may indicate a broader Office activation token or account licensing issue.

Additionally, please note that Microsoft Publisher reached end of life in October 2026 and is no longer supported in Microsoft 365. Existing Microsoft 365 subscribers can no longer access Publisher as Microsoft has retired the product.

For more detailed information Microsoft Publisher will no longer be supported after October 2026

I hope information above meet your expectations, feel free to reach out if you have any other questions.

If the repair does not resolve the issue, I recommend checking whether the problem also occurs in other Office applications such as Word or Excel. If only Publisher is affected, the behavior may be related to Publisher's retirement rather than a licensing issue with the Microsoft 365 subscription itself
