How can a verified webmaster escalate an unresolved Bing indexing case for a specific diagnosis?
I own studentsupport(.)pl. Bing Webmaster Support cases REQ00371615, REQ00375656 and REQ00375749 have returned a generic "did not meet the standards" response, without identifying a particular page element or required correction. The latest response on 26 October 2026 announces closure again.
The current evidence is mixed:
- Bing URL Inspection reports "Indexed successfully" for https://studentsupport(.)pl/uslugi/dostosowanie-dokumentu-do-wytycznych-uczelni/ .
- It reports "Blocked" for https://studentsupport(.)pl/uslugi/pisanie-wzorcowych-prac-licencjackich-i-magisterskich/ , although the Live URL test permits indexing.
- Verified Bingbot requests reach the service with HTTP 200. The public page has a self-referencing canonical, no noindex directive and robots.txt allows access. I understand that crawlability does not establish quality eligibility.
- A subsequent IndexNow submission received HTTP 200. I understand that this confirms receipt, not indexing or removal of a restriction.
I am not requesting a ranking guarantee. Is there an official escalation or reconsideration route to an indexing/quality reviewer when the support ticket repeatedly closes without an actionable diagnosis? Can a Microsoft moderator route REQ00375749 to the responsible team, or identify the precise official process?
Please distinguish a manual/policy restriction from algorithmic URL selection if that information can be provided. No private logs or access credentials are included in this public question.
