Unable to contact Bank in UK. request deposit refund

I tried to call a UK bank from USA on computer which I was able to do when I had Skype. The phone rings and is answered then is immediately disconnected. A pop up states that you cannot connect me as they have not yet joined.

I have a $34 dollar credit with you and as this bank is an important number to me then I would appreciate it if you would either refund the money so that I can use it for another company to connect me or credit the money towards my next 365 subscription

    Unfortunately, unused Skype credit cannot be refunded or transferred to another subscription. You can still use this credit to make phone calls from Skype Dial Pad on the Web.

    However, Microsoft has recently disabled any Caller ID on Skype. This means that all Skype Dial Pad calls are anonymous/private. This UK Bank phone number might not accept such calls.
