Unable to generate Confirmation ID for air-gapped system (Installation ID validation error)

Good afternoon Sir/Madam,

I am attempting to activate a Microsoft perpetual product on an isolated, air-gapped system. When submitting the Installation ID through the Product Activation portal, the validation fails.

Error Message: "Unfortunately, your Installation ID was unable to be validated at this time. Please ensure you have an active internet connection and try again."

Troubleshooting Done: Tested submission from multiple separate internet networks (home and office); received the exact same error.

Problem: The portal states that Live Chat or additional support will be provided if needed, but no chat link or phone number is displayed.

Please assist with manual validation of my Installation ID or provide the direct contact details (phone number or live chat link) to obtain a Confirmation ID for this offline system.

Thank you kindly.

-Ritchie

Telephone activation automation moved online on December 3, 2025, so submit the request through the Product Activation Portal and use its Contact Support/Live chat escalation when offered; Microsoft does not publish a replacement activation telephone number in the current procedure.^1^

    Submit the activation request

Since the same validation error occurred from two independent networks, repeating connectivity tests is unlikely to advance the case.

    1. On an internet-connected device, open the Product Activation Portal.
    2. Complete the CAPTCHA and sign in with a supported personal, work/school, Microsoft Entra ID, or Azure Government account. This sign-in controls portal access; it does not associate that account with the product license.^1^
    3. Select Activate a Microsoft Product.
    4. Select the exact product and version installed on the isolated machine. The portal supports Retail, OEM, Volume License, and Cloud Solution Provider licenses.
    5. Enter the Installation ID exactly as displayed by the offline system and select Submit.
    6. If validation fails, continue within that same workflow to Contact Support. The portal presents Live chat only when the request qualifies; therefore, a chat control is not guaranteed to appear for every submission.^1^

Do not post the Installation ID, product key, or a Confirmation ID publicly. Microsoft Q&A participants cannot manually validate an Installation ID or issue a Confirmation ID.

If this is Windows and no chat option appears

Use Microsoft’s public customer-support entry point. Microsoft’s Windows activation guidance directs unlisted or unresolved activation errors there.^2^

Prepare these details for the support request:

    • Windows edition and version/build
    • License channel: Retail, OEM, MAK/Volume License, or CSP
    • The portal’s complete validation message
    • Proof of purchase or volume-licensing agreement details
    • Confirmation that the target computer is air-gapped
    • The Installation ID, supplied privately to the support representative

For Windows 10/11 specifically, Microsoft’s supported offline process is to obtain the Installation ID from Windows, submit it through the portal, and then enter the returned Confirmation ID on the isolated device.^3^

    Volume-license exception

If this is a MAK or another volume-license product:

    • Choose Activate a Microsoft Product for activation.
    • Choose Volume License Key Management only for agreement/key lookup, MAK or KMS limit increases, or activation exceptions.
    • License administrators can also review the relevant agreement and keys in the Microsoft 365 admin center.^1^

The exact product, version, and license channel are needed to determine whether the Installation ID itself is eligible; the displayed validation message alone does not establish whether the problem is the key, edition selection, activation allowance, or portal processing.

    Hello RITCHIE MITCHELL,

No one on this forum can validate an Installation ID manually, but the cause can usually be narrowed down. This error most often appears when the IID was mistyped or generated for a different product than the one selected on the portal, or when the key has used up its allowed activations. Regenerate the IID on the isolated machine with slmgr /dti for Windows or cscript ospp.vbs /dinstid for Office, then enter it carefully. Once you get a Confirmation ID, apply it with slmgr /atp followed by the CID, or ospp.vbs /actcid: for Office.

If this is a volume license MAK, the cleaner route for air-gapped systems is proxy activation with the Volume Activation Management Tool (VAMT). You export the IID from the isolated machine, activate through VAMT on an internet-connected PC, and import the CID back. For direct help, use the official Microsoft Licensing Activation Centers phone list for volume licenses, or Contact Support at support.microsoft.com for retail.

    Tracy Le.
