Getting a limit reached message in Copilot for references in a Notebook

I think yesterday was the first time I've added more than 20 references to an Notebook. I added 24 links. But now I have a message stating "Limit reached: Copilot can chat about the 20 oldest items in your notebook." I have a Microsoft 365 Premium subscription and I am the owner and logged in as myself.

Hi Linda G,

Thanks for sharing the details. Since you were able to add 24 links but Copilot says it can only chat about the 20 oldest items, I’d like to narrow down whether this is specific to that notebook or a broader issue.

Could you confirm:

  • Are you using Copilot on the web or in the desktop app?
  • If you ask a question based only on information in references 21–24, does Copilot ignore those references?
  • Does the same message appear if you create a new notebook and add more than 20 references?

As a quick check, please sign out of Copilot completely, close and reopen the app or browser and then sign back in. If possible, test the notebook in a private browser window as well, which may help rule out a cached session issue.

Please note that this is a user-to-user support forum, so moderators and contributors do not have access to account details, subscription information, or back-end systems. I can offer general troubleshooting guidance, but I’m unable to verify why this reference limit is being applied to your account.

If the message remains, I suggest contacting the Microsoft Support team so they can review your subscription entitlement and account behavior more closely. Include the exact “Limit reached” message, confirm that the notebook contains 24 references, and mention whether references 21–24 are excluded from Copilot’s responses. You can also include a screenshot, but please hide any personal information or private links first.

In the meantime, splitting the references between two notebooks may work as a temporary workaround. I hope this helps you get the issue reviewed and clarified.
