A desktop publishing application from Microsoft that focuses on page layout and graphic design.
Microsoft 365 Personal no longer provides access to Publisher, so the current “Unlicensed Product – View Only” state cannot be restored by renewing or repairing that subscription.
Microsoft removed Publisher from Microsoft 365 subscriber access on or shortly after October 1, 2026. Subscriber versions can no longer open or edit Publisher files in Publisher. This is separate from the October 13, 2026 end-of-support date for perpetual Publisher 2021. ^1^
Recover the customer document
Choose the first option available:
- If you already have a PDF copy
- Open Microsoft Word.
- Select File → Open and choose the PDF.
- Select OK when Word offers to convert it.
- Save it as a Word document and edit it there.
- If you separately own a perpetual Publisher license
- Check your Microsoft account’s Services & subscriptions page for a separately purchased Publisher or Office license.
- Install that perpetual edition and activate it using the Microsoft account associated with the purchase.
- Open the
.pubfile and immediately save working copies as PDF and another editable format.
- If the only copy is a
.pubfile and you do not own perpetual Publisher- Use a third-party conversion service or desktop conversion tool to convert the file.
- Work on a copy, not the original.
- Avoid uploading confidential customer information unless the service’s privacy and retention terms are acceptable.
For future work, Microsoft recommends Word or PowerPoint for flyers, brochures, business cards, calendars, and similar Publisher projects. Word is also recommended for invoices, forms, labels, envelopes, letterhead, and newsletters. ^1^
Check whether this is also a wider Office activation problem
Open Word or Excel and try editing a new document:
- If Word and Excel work normally, the problem is Publisher’s retirement; reinstalling or repairing Microsoft 365 will not restore the Publisher entitlement.
- If they also display Unlicensed Product, sign in with the account that purchased Microsoft 365 Personal and verify that the subscription is active. Then check Control Panel → Programs → Programs and Features for multiple Office installations, because conflicting installations can prevent activation. Microsoft also provides the Microsoft 365 activation troubleshooter for Windows 10 or later. ^2^
Do not uninstall Publisher before securing copies of all .pub files. Search the PC, OneDrive, and any backup drives for *.pub, then copy the results to a separate folder before attempting conversion.
